Among other legislative initiatives, Gennady Raikov advocated lifting the moratorium on the death penalty and returning to the Criminal Code an article on punishment for homosexuality, similar to the USSR. In 2003, members of the People’s Party joined the United Russia faction, and the following year Mr. Raikov was relieved of his post as party chairman.
