A package of bills to ban LGBT propaganda has been submitted to the State Duma, informed Vice Speaker Pyotr Tolstoy. How informed Deputy Alexander Khinshtein, in the first reading, the bill may be considered as early as October 27.
As follows from the bill, an excerpt from which leads TASS, for the promotion of non-traditional values among adults, foreigners face an administrative fine of 100 thousand to 200 thousand rubles. For similar actions among minors – a fine of 200 thousand to 400 thousand rubles. and deportation from the country.
Administrative fines for propaganda among adults for Russian citizens will be up to 4 million rubles, among children – up to 5 million rubles. In addition, it is proposed to prohibit the issuance of distribution certificates for films that contain propaganda. It is also proposed in the media and advertising to ban the dissemination of such information.
The bill also proposes to introduce a mechanism that will restrict children’s access to viewing or listening to information containing propaganda of non-traditional values. To confirm the age, it is suggested to enter codes or other means of identification.
On October 17, parliamentary hearings were held on relevant legislative initiatives. The package of amendments was supported by deputies and senators, as well as representatives of the Prosecutor General’s Office, Roskomnadzor, the Ministry of Culture and Religious Confessions, invited to the hearings.
