Flappers and sparklers banned from use in apartments

This year, Russian citizens will still be able to light sparklers at the New Year’s table, but when meeting in 2024, even using crackers in an apartment or on a balcony will be considered a violation of fire safety rules.
Tougher rules for the use of hazard class I pyrotechnics, which include firecrackers and Bengal candles, are introduced by Decree of the Government of the Russian Federation No. published on the official Internet portal of legal information.
According to the decree, the use of firecrackers and sparklers is also prohibited in the territories of explosive and fire hazardous facilities, in the right-of-way of railways, oil pipelines, gas pipelines and high-voltage power lines, on roofs, balconies, loggias and protruding parts of building facades, during rallies, demonstrations, processions and pickets, in the territories of cultural heritage sites, historical and cultural monuments, nature reserves, wildlife sanctuaries and national parks, cemeteries and places of worship.
Another important change concerns the installation of autonomous smoke detectors, or, more simply, fire alarms in residential buildings. According to the resolution, apartments in which families with many children or low-income families live, as well as families who are in a socially dangerous situation, must be equipped with autonomous smoke fire detectors if the house does not have a centralized fire alarm system. At the same time, it follows from the decree that the installation of the alarm system is carried out at public expense.
In addition, several changes relate to summer residents. And in this case, we are not talking about tightening, but, on the contrary, about softening the requirements. So, according to the updated fire safety rules, the minimum distance from the house and other buildings where open fire can be made is reduced. In particular, it will be possible to make fires for burning garbage, leaves and household waste at a distance of 15 meters from houses, utility blocks and other buildings (previously – 50 meters). And if the fire is made in a metal barrel or other container made of non-combustible materials, the distance to the buildings can be halved, that is, up to 7.5 meters (in the previous edition – 25 meters). As for barbecues, grills and braziers, they can still be installed at a distance of 5 meters from buildings and outbuildings, in addition, a 2-meter fire zone should be equipped around them.
In total, the resolution includes 51 points. Most of the changes relate to the obligations of the owners of buildings and structures and are aimed, in particular, at preventing tragic situations related to fires and smoke in premises where mass events are held.
Changes to the Fire Regulations in the Russian Federation come into force on March 1, 2023.
