FAS initiated an antimonopoly case against the St. Petersburg metro

A case has been initiated against the State Unitary Enterprise “Petersburg Metro” for establishing a monopolistically high price for the services provided. According to the department, the profitability of the service for placing equipment of cellular operators in the St. Petersburg metro in the first half of 2022 amounted to 2420%.

As the FAS established, tariffs for services for placing equipment and cables of cellular operators in tunnels, underground complexes and metro stations in St. Petersburg are economically unjustified, and the actions of the State Unitary Enterprise “create barriers to entry into the communication services market and do not allow operators to build communication networks.”

The FAS considered that this also infringes on the interests of subscribers, since passengers cannot use mobile communications of adequate quality in the metro due to the complication of operator access to the enterprise infrastructure. If guilt is established, the St. Petersburg Metro faces a fine, the antimonopoly service clarified.
