The State Duma proposed toughening punishment for knowingly false reports of terrorist attacks. The reason was that after the monstrous terrorist attack in Crocus City Hall, emergency services began to receive large numbers of false messages about bombs.

On Sunday, after a bomb was reported in the London Mall, all employees and visitors were urgently evacuated, but in the end it turned out that it was a cruel joke by a first-year student from the St. Petersburg Polytechnic University. That same evening at Sheremetyevo, an inadequate passenger on the Moscow-Yerevan flight, upon entering the plane, immediately told the flight attendant that she had a bomb in her backpack. On Monday, an entire hospital in Moscow had to be evacuated. The message about mining came to the mail of the Pirogov National Medical and Surgical Center, where victims of the terrorist attack in Crocus are now being treated. 900 people had to be evacuated.

The country loses up to 50 million rubles a year from telephone terrorism. In the capital alone, telephone number 112 receives up to 600 false calls about mining of shopping centers, schools, cinemas and other social facilities. And after each real terrorist attack, the activity of telephone terrorists increases several times.

Moreover, for one or two deliberately false messages, there can be up to 10 messages from simply vigilant citizens who report suspicious objects found on public transport, so law enforcement agencies have to check all the messages.

Each emergency service visit costs the state several hundred thousand rubles, and if the object is large-scale, such as a shopping center, then the amount grows to several million. So, maybe we really need to toughen the punishment for such telephone “pranks”?

“The last time the law on telephone terrorism was tightened was in 2017. Moreover, administrative liability and a fine of 200 to 500 thousand rubles. – This is the lowest limit of punishment. In some cases, for example, when schoolchildren report mining their school, they can, of course, get away with fines, but if due to the evacuation (for example, of a large shopping center, airport, hospital), the state suffers significant material damage or this incident causes harm to health people, then the telephone terrorist can receive a real criminal sentence, up to 10 years. It seems to me,” comments lawyer Andrei Mamin, “it is necessary not to tighten the law, but to carry out prevention among schoolchildren and university students so that they know what punishment may occur as a result of this offense. After all, many do not even know that responsibility under this article begins at the age of 14, and for those who are younger, parents will have to answer, at least financially.”

However, messages about false mining are not always hidden only by teenage pranks. For example, now mass distribution of such messages can be carried out from call centers abroad, often from the territory of Ukraine. Their goal is to overload the Russian special services with false calls, distract them from the real terrorist threat, and lull the vigilance of the security forces.

There is one more nuance in this telephone war: almost immediately after the terrorist attack in Crocus, messages began to arrive en masse on the phones of minor residents of Moscow and the Moscow region with offers to the teenagers themselves to commit a terrorist act. The authors of these text messages address the children by name and offer to provide them with everything necessary to carry out mining or set fire to an object, plus they promise a reward of 700 thousand rubles. Those who refuse to make contact with them receive threats, including physical violence.

Internet security experts advise that you should never trust these fake messages, much less distribute them among your friends. You can complain about them to the administrator of a social network or instant messenger, or even better, block the account from which they come, you can send a screenshot of the message to the police or Roskomnadzor. And psychologists advise discussing such issues only with close people who can be trusted. If a child receives a fake message, the first thing to do is tell their parents about it.

In case of minor property damage for a false report (Criminal Code of the Russian Federation, Article 207) – a fine of 200 thousand rubles. up to 500 thousand rubles. or in the amount of wages or other income of the convicted person for a period of one year to eighteen months, or restriction of freedom or forced labor for up to 3 years. In case of major damage (more than 1 million rubles), or if these criminal acts result in the death of a person through negligence, as well as other serious consequences, then the punishment is a fine – from 1.5 to 2 million rubles. or in the amount of wages or other income of the convicted person for a period of 2 to 3 years. Or the telephone terrorist will face a prison term of 8 to 10 years.

PS On the evening of March 25, 10 shopping centers in Moscow received reports of mining.
