Andrei Kartapolov, chairman of the State Duma Committee on Defense, said that failure to appear at the military registration and enlistment office on the agenda during mobilization would be considered evasion from service, and for this could face up to 5 years in prison.

Earlier today, on August 4, Mr. Kartapolov said that a bill would be submitted to the State Duma in the fall, according to which punishment for evasion from service would be introduced: 5 years in prison or a fine of up to 500 thousand rubles.

Later, TASS asked Mr. Kartapolov to comment on the provisions of the upcoming bill. “Unauthorized leaving a unit mobilized is the most important thing, and an attempt to fail to appear at the military commissariat from (the moment) receiving the summons at the appointed time,” the deputy said.

The bill in question was prepared at the end of 2022, but then it was not submitted to the State Duma. In the lower house explainedthat partial mobilization has been completed, so the document is no longer relevant.

“In our opinion, it is more than relevant, so there is no need to delay the procedure,” Mr. Kartapolov said in an interview with Parlamentskaya Gazeta, published on August 4.

From September 21 to October 28, partial mobilization was carried out in Russia. Up to 300 thousand people were called up to the troops. Mr. Kartapolov saidthat now “there is no new mobilization and does not smell.”
