Experts estimate the cost of crime in Russia in 2021 at 1.3% of GDP

Economists from the European University (St. Petersburg) estimated the total cost of crime in Russia in 2021 at 1.75 trillion rubles, or 1.3% of GDP. The results of their research are presented in the article “Costs of Russian society from crime: measurement using a compensating change in income”, which is cited by RBC.
From a study of experts, it follows that in 2021, 10.9% of citizens called themselves victims of crime in Russia. The cost of one crime in Russia was estimated by economists at 135.2 thousand rubles, which is how much the annual income of the injured Russian needs to be increased in order to return his satisfaction with life to its previous level.
At the same time, the paper emphasizes that the assessment of the cost of crimes has a wide confidence interval of 95% – from 66.3 thousand to 175.5 thousand rubles. “This width of the interval is explained not only by the number of observations and the method of estimation, but also by the fact that people could become victims of a crime at different times, and the crimes themselves could differ in severity,” the study says.
The experts also provided an assessment of the overall level of fear of crime. They estimated its value at 6.82 trillion rubles, or 5.2% of GDP. The fear of becoming a victim of a crime was reported by 42.5% of the respondents. The authors point out that, according to their data, this is “the first of its kind assessment of the cost of crime in Russia.”
For correlation, experts developed a system for classifying types of crimes according to respondents. The qualification of the types of offenses will not always be consistent with those officially registered. Due to the telephone survey format, victims of severe violence or sexual violence are less represented in the study.
According to the Russian Ministry of Internal Affairs, the total number of crimes registered in the Russian Federation in 2022 decreased by 1.9% compared to 2021, including serious and especially serious crimes by 4.1%. However, despite the overall decline in the level, in Russia for the first time in 20 years, the number of murders and attempted murders increased by 4%.
