Ombudsman: in the Krasnoyarsk Territory, two colonies are being closed due to prisoners leaving for SVO
The Commissioner for Human Rights in the Krasnoyarsk Territory, Mark Denisov, said that a number of institutions from the structure of the regional Main Directorate of the Federal Penitentiary Service will be liquidated due to a reduction in the number of prisoners. Speaking on his work for 2023, the Ombudsman explained that the number of convicts in colonies has decreased due to the fact that they signed contracts to participate in the SVO.
How writes publication Prospekt Mira, during a report to the regional legislative assembly, Denisov said that “a one-time large reduction in the number of prisoners in the conditions of the SVO” prompted “someone to report to the top about the need to close <...> in order to optimize and save money.” According to the commissioner, by the end of the year, “institutions in Areysky and Gromadsk” will be closed in the region.
According to public data from the Federal Penitentiary Service, in the village of Gromadsk, Uyarsky District, IK-16 is located, where men who have previously been sentenced to imprisonment are kept. In the village of Areiskoye, Emelyanovsky district, there is a men’s penal colony-7 of maximum security.
The Ombudsman noted that these institutions are “actually city-forming enterprises” and for this reason their closure could create a number of difficulties on the ground. He also expressed the opinion that the need for these institutions will appear again in the next 5 years, because the SVO “will end sooner or later.”
Denisov’s colleague from Khanty-Mansi Autonomous Okrug Natalya Strebkova, giving a report on her work over the past year, previously drew attention to another problem. According to the Ombudsman, Russia should create sperm bank of SVO participantsbecause “it is important for the continuation of the military man’s lineage.”
