In the course of the play, they talked less and less about transport and more and more slipped into the topic of fraud.

It is clear that the public discussion in the parliament for open broadcasting on the Internet is proceeding strictly along the predetermined channel. Especially in the controlled upper house. Even I, if I write too much, will get it. However, it is strange how one can discuss the information support of what must first of all be freed from prohibitions. Immediately after the collapse of the USSR, the information and transport unity of Russia was torn to shreds. In the new century, a painful recovery began, brought down under the pretext of a pandemic. But even before that, electric trains were reduced, and especially on non-alternative routes. On long-distance routes, the so-called dynamic pricing was introduced. The former head of the FAS told the Federation Council in plain text what it is. And quickly became an ex.

It follows that the management of sabotage in Russia is organized competently, powerfully and systematically. Since fair fares are not expected, there is essentially nothing to discuss here. If not quite in essence, then it was interesting. After two decades of bans on digitalization, the introduction of an electronic document and an electronic digital signature, when Microsoft took over the software and hardware of state administration with corruption approaches, combined with dumping, launched a galloping digitalization.

Here, domestic programmers and lawyers turned out to be on guard of common sense. Naturally, at the event in the Federation Council they talked mainly about protection against external threats, cyber attacks.

Russian companies such as Astra Linux Group, whose representative spoke at the round table, are easy to understand, they were flooded from the Western market, and it’s time to think about the good of the unkind Motherland, the task was to fit into the domestic wave.

Roman Mylitsyn, director of the named company for the product, spoke about the created means of mobile corporatism. Developed security measures against 22 threats. We successfully fight against trojans, ransomware and viruses. The user can access the network from his workplace, participate in video conferences, while user data will not be affected in any way.

Director for Science and Technology of the Agency for Artificial Intelligence Roman Dushkin spoke about the unification of universal transport systems. This is critical infrastructure. The external impact of cyber attacks can lead to serious consequences. However, foreign solutions are still used. They do not directly affect cars, but it is not known what bookmarks are laid there. This issue is more regulatory than technological.

The speaker used a metaphor: the question is hanging in front of us like a red rag. It does not allow to take a step towards the development of a multimodal transport system.

Who hung up the red rag, I know very well from the work of the senator’s commission Lyudmila Bokova. She conducted an audit of the domestic product in software, element base and telecommunications. The work was hard with the effective resistance of partners in the customs union of Belarus and Kazakhstan. Nevertheless, Bokova brought to the result. The government thanked her and threw her in the trash. As a recognition of his merits, he was called to the post of Secretary of State of the Ministry of Digital Development. She left the Federation Council and did not appear anywhere else on Facebook.

I remember this sad story that’s why. The discussions were heated with the participation of representatives of industry associations in defense of domestic production. It was a response to Russia’s accession to the WTO. The people were of a very high professional level.

None of them are in the public arena anymore. The galloping digitalization began from scratch without standardization and, as they say in Russia, without a king in the head.

At the round table, it was proposed to introduce the concept of an unacceptable event into the legislation. The participants happily agreed. There was a bore, asked what it was. There was no clear answer. It turned out something like this: one follows from the other, and so far this is the subject of discussion. There are risks of not applying the necessary measures that have fallen into the critical information infrastructure.

This was followed by a series of reports without any connection to the transport theme. It turned out that unacceptable events are pouring in a powerful stream, and no adopted legislative prohibitions with fines interfere with them.

Director of the information security department of the Bank of Russia Vadim Alexandrovich Uvarov spoke about operations without the consent of the client. Interestingly, instead of eliminating fraudulent schemes, a political decision was made for a full refund. This is despite the fact that 80% of crimes are committed through social engineering. The person himself transfers personal data to scammers, that is, violates the agreement with the bank.

The Bank of Russia proposes to introduce a cooling period, that is, to give a person the opportunity to change their minds. A separate problem is the transfer of card data to third parties for the commission of illegal acts. In this case, it is proposed to introduce criminal liability.

Danil Filippov, deputy head of the Investigative Department of the Ministry of Internal Affairs of Russia, reported 178 thousand crimes Using social engineering methods 25%, in Moscow up to 40% Quite a latent type of crime. The system of fraud is multi-level. There are organizers, first-line operators to look for victims, second-line operators invent stories and droppers who withdraw funds.

But here’s what’s interesting. When SWIFT was blocked, Visa and MasterCard stopped working for a month, and this type of crime became impossible.

According to the Ministry of Internal Affairs, five hundred thousand people are engaged in this type of activity every day. A total of 600,000 people have been prosecuted.

It is necessary to establish the possibility of credit institutions to suspend operations and terminate the contract, including unilaterally. Based on the public danger of the number of persons involved, it is necessary to establish the types of liability.

Daria Savenkova, head of the Sberbank Anti-Cyber ​​Fraud Department, added gloomy information, and at the same time, for some reason, had a lot of fun.

Sberbank does not see these operations. Telecom operators and payment platforms are not covered by attention and live quietly, as if they are not concerned. Phones of non-existent persons are used. The question arises to whom our operators sold SIM cards. The ease of entry into this scam industry is amazing. The scale is huge. The number of call centers in Cyprus has increased significantly. Number spoofing technologies are used not only to withdraw money, but also in other crimes.

It sounds nice, but in practice, the banks themselves feed the dragon, this is the result of fraudulent calls. The bank employee has a list of fraudulent numbers on the table, but he refuses to do anything, and at the same time behaves frankly in a boorish way.

There are many more types of fraud through social engineering. At the event in the Federation Council, they only talked about what the victims were formally guilty of themselves, so as not to expose the banks. They withdraw money from citizens in an even larger volume in various ways.

In addition, scammers work mainly from Ukraine, not Cyprus. That is, someone is at war with Ukraine, but more is at war with Russia.

It is not true that scammers call random people. The selection of victims is based on the classification of private content. A peculiar system of social classification and guidance works, which does not seem to be Elon Musk’s Starlink for artillery guidance

But for understanding, it is enough that it is made public.

A multi-level structure with call centers in Cyprus is engaged in fraud against the Russians, using spoof numbers and impersonal SIM cards. Legislative restrictions do not interfere.

It turned out to be incomprehensible. The government hasn’t changed much. In any case, as Senator Bokova was, the path to the highest echelons of power is barred. So everything will remain the same.
