Born on March 26, 1972 in Moscow. Graduated from the Faculty of Economics of Moscow State University (1994), Russian School of Economics (1994), and Duke University in the USA (1997). Since 1994, he was a member, and since 1997, headed the economic expert group of the Ministry of Finance. In 2000, he was an expert at the Center for Strategic Research. Since August 2000 – Advisor to the Minister of Economic Development and Trade German Gref, since March 2001 – Deputy Minister. Since 2004 – head of the expert department of President Vladimir Putin. In 2008, he became an assistant to President Dmitry Medvedev and a Sherpa in the G8. He was a member of the management of AHML, VTB, Sberbank, and Transneft. In 2010–2014 – Chairman of the Supervisory Board of the Russian Chess Federation. From May 21, 2012 to May 18, 2018 – Deputy Prime Minister. From September 2018 to March 2022 – Chairman of the Skolkovo Foundation, and was also a member of the Board of Directors of Russian Railways. On October 3, 2018, he headed the International Chess Federation (FIDE).
