The Supreme Court has banned fines for drunk drivers who drive cars that have been turned off.
The reason for consideration was the complaint of a resident of Chekhov, who was sitting drunk in a car standing on the side of the road with the engine turned off. The Russian was noticed by the traffic police inspector, who drew up a protocol against him, after which the man was deprived of his driver’s license and ordered to pay a fine of 30 thousand rubles.
“A driver is a person who drives a vehicle,” the ruling of the Supreme Court says.
In this case, the car did not move, witnesses could confirm this. The Supreme Court overturned the decisions of the lower courts.
