United Russia Chairman Dmitry Medvedev initiated the creation of a unified social online portal for residents of new regions. The proposal is addressed to the Russian Ministry of Digital Development.

It is assumed that the portal “I am in Russia” will work in the format of a “single window”: it will be possible to apply there for paperwork, pensions and social benefits, employment, admission to universities, etc. “According to the law, residents of new subjects can receive pensions, payments for children, free medical care, draw up all benefits, benefits. New support programs have also become available to them, which they never had,” he said on May 31 at a meeting of the party’s general council. “But this formal right needs to be turned into a real right.”

The new resource should help solve problems “in an accessible, understandable and comprehensible format,” Medvedev said. According to Vedomosti’s party interlocutor, public services will be integrated into the portal, the creation of which was initiated by Medvedev, as they appear in new territories. Also, organizations that are ready to provide volunteer and humanitarian assistance to the regions can be represented on the portal, it will be possible to contact both them and the party, including with complaints, for advice, etc.

“Despite the fact that on March 1, the process of re-issuing [пенсий], many questions are raised about what to do if a person has not reached retirement age, in accordance with the legislation of the Russian Federation, despite the fact that we have a grace period to increase the retirement age, what documents to collect, ”the chairman of the people’s committee told Vedomosti Council of the DPR for Labor, Social Policy and Veterans Affairs Yulia Kryukova. Questions, she notes, arise not only about retirement by age, but also by years of service. This is true for miners who have accrued underground experience.

“Today there is an objective need for “transitional periods” for new regions. In particular, there are differences between Ukrainian and Russian pension legislation. Such a portal is needed so that our people in the same Kherson and Zaporozhye regions get used to, to give them the opportunity to receive all the necessary social guarantees and benefits, ”Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, told Vedomosti. Particular attention should be paid to the issues of recalculating pensions according to Russian standards and the peculiarities of retirement, she said.

Kryukova stressed that special attention should be paid to the issues of refugees from liberated or liberated territories. Many of them are in temporary accommodation centers (TAPs) and have lost their documents. “There are a number of difficult questions: when there are no documents, where to turn? What is customer service? More with such questions come in those districts where there are TAPs. When the evacuation was carried out from the same Artemovsk, Ugledar, many people were without documents at all, and it was impossible to leave them without payments, ”the deputy of the regional legislature noted.

A unified social Internet portal is especially relevant against the background of often distorted or unreliable information that is available on social networks, the deputies say. A similar opinion is shared by State Duma deputy Viktor Vodolatsky. According to him, during the reception of citizens in the LPR, he receives many questions about the calculation of payments.

“People have a lot of questions, from elementary ones – how to make a residence permit in the passport? – to questions about compensation for destroyed housing or receiving assistance with its restoration. I have a reception every week [в ЛНР]attended by at least 50-60 people. Of these, 80% ask questions related to social policy and social protection. Therefore, this proposal of Dmitry Anatolyevich is relevant, necessary and will bring great help to residents of new regions,” the deputy noted.

This is not the first party initiative designed to systematize work in new regions. As Vedomosti wrote on April 18, the Nasha Pravda Foundation, established by the DAR and Gradislava funds, entered into an agreement with United Russia on cooperation to implement humanitarian projects in the zone of the special military operation. “Joint activities of the party and the foundation involve support for United Russia volunteers, assistance to military personnel participating in the special operation, as well as the collection of humanitarian aid, the purchase of equipment and medicines, the delivery of these goods to the front line and residents of new regions,” the message says.

The need for such a fund is ripe, said a source in the party: “Previously, in order to cover certain needs in the war zone, we were forced to look for a separate sponsor for each specific task. As a result, they could not close an infinite number of questions for a long time, they hung for several months. Now, United Russia explained, it became possible to cover the needs for reconnaissance equipment, transport, thermal imagers, etc. – everything that the party leadership regularly brings to the zone of operation.
