Another incident involving a pet has caused widespread public outcry. In the village of Tomilino near Moscow, after complaints from neighbors, employees of the Ministry of Internal Affairs and the Ministry of Emergency Situations freed a dog from a locked apartment. The spaniel was there alone for four days. The State Duma has already promised to think about how to change laws to prevent such cases in the future. Kommersant FM political commentator Dmitry Drize believes that the situation is much more serious than it seems at first glance.

The Russian Ministry of Internal Affairs reported that, together with the Ministry of Emergency Situations, a successful operation was carried out to rescue a white spaniel from a locked apartment. The owner, apparently, got drunk or for some other reason left the unfortunate animal at home unattended. For several days the dog tried to attract attention and achieved his goal. The neighbors, understandably, were not happy with such sounds and called the police.

Meanwhile, in accordance with Article 25 of the Constitution of the Russian Federation, housing is inviolable; no one has the right to enter it without the consent of the persons living in it, unless by a court decision or for a number of other reasons. But it was impossible to save the spaniel like that right away, and the police were not happy with the prospect of being forced to do so.

But, as mentioned above, everything ended well in the end. They found a solution – they called rescuers, the legal framework was failed, and now the dog is free, albeit not immediately.

Probably everyone is already aware of the burning issue stories of Twix the cat, who was less fortunate: he, as you know, was thrown off the train by the conductor and died as a result. There are actually a lot of such cases, it’s just that not all of them acquire the same resonance as with Twix and the white spaniel.

However, we continue to study Russian legislation. According to the disposition of Article 137 of the Civil Code of the Russian Federation, pets fall under the category of “property”. That is, the same as a wardrobe, table, chair and other similar, inanimate things. Therefore, if the owner of the property fell asleep or simply forgot about it, then absolutely nothing will happen to him for this.

But the conductor was labeled an enemy of the people. However, if she had not let the ownerless cat out of the carriage, she would still have suffered, because the animal cannot be in a public place without supervision. And if he also bites someone, then this is almost a crime.

No, I apologize for the inaccuracy, the article can always be found, but this requires desire and perseverance. Who will show it? As a rule, no one is busy anyway: if it doesn’t concern me personally, then why bother, and there’s no reason. Just think, a dog.

What is the moral? Yes, everything is very simple: Russian laws are merciless to some, but sometimes very loyal to others.

Now, if a foreign agent or other enemy closed the door to the apartment, it will be opened promptly, in a second, there is no doubt about it. And there will be reasons. And the one who does not feed the animal and does not look after it is a citizen with rights that are absolutely impossible to violate, socially close, in a word.

And the fact that a living being is considered a thing is also unprecedented. There were times when people were exchanged for dogs, and the latter were even valued much more than the former. This is clearly written about in all history textbooks. But one thing is good that those times are gone, and I want to believe that it is irrevocable.
