It makes no sense to call for patriotism, indulging in demonstrative collaboration. Arguments of indignant critics are shattered into smoke from monotonous answers, concocted out of place, read the law, do not lump it together.

At the plenary session of the State Duma on Tuesday, February 14, a government bill on the introduction of liability for failure to submit a report on greenhouse gas emissions was adopted in the first reading.

The document is called “On Amendments to the Code of the Russian Federation on Administrative Offenses.”

To understand what is happening delirium, two quotes are enough.

Therefore, I am very interested in why the Duma and the government did not abolish all laws and regulations based on this fraud, proven fraud, but instead adopt new provisions based on the same blatant fake?

Oleg Nilov linked the bill with the name of Greta Thunberg. The opponents of the anthropogenic warming in the Duma all belong to the faction of Sergei Mironov. He was 70 years old, and he was absent for a good reason to meet with the president.

On the same day, a government bill was adopted in the first reading, transferring the water surface in front of the beach to the municipality that manages the beach. The document is called “On Amendments to the Water Code of the Russian Federation and Articles 15 and 16 of the Federal Law “On the General Principles of Organization of Local Self-Government in the Russian Federation”.

Minister of Natural Resources and Ecology Alexander Kozlov personally came to the Duma to represent him.

The bill attracted attention and generated controversy. Chairman of the State Duma Vyacheslav Volodin at first strongly supported the initiative of the Ministry of Natural Resources, because “On a huge number of rivers, especially in the city, in the suburbs, all the water surface went into pockets, they handed it out.”

“In a word, these basin structures within the framework of the ministry, agency, they make decisions in isolation from, if you like, those needs and requests that the population, cities, respectively, from local authorities for the development of the coastal zone and, accordingly, making a decision taking into account the goal-setting for which it is planned to use this or that coastline,” Volodin said.

However, the deputies, one after another, drew attention to the norms of the bill that had nothing to do with the division of the water surface.

For some reason, the authors of the bill stuck together different concepts in it.

It is proposed to exclude from the content of the decision on the provision of a water body for use in order to discharge wastewater. Also exclude from the composition of the schemes for the integrated use and protection of water bodies the list of water management measures and measures for the protection of water bodies.

The Ministry of Natural Resources decided to install special information signs marking the boundaries of water protection zones and coastal protective strips on the ground, in recreation areas and other places of mass stay of citizens.

The ministry’s arguments are that it is very expensive to install signs along all the banks of water protection zones and it is difficult to ensure their safety. Irresponsible citizens rent them for scrap.

The Minister connected the exclusion of control with double regulation.

Communist Olga Alimova summed up the criticism of the bill in her question: “In our country, there are practically no beaches that do not stand on sewage. That is, in fact, we are saying that instead of obliging us to purify this waste water, we propose not to mention its quality in the laws. Are we not going to build beaches for children’s sanatoriums, for everything else, because no one cares about the quality of water? Should we look at some piece of paper somewhere, some order and continue to act in the same way as now?

Volodin’s suspicion was aroused by Kozlov’s insistence on the exclusion of control.

At the initiative of the LDPR deputy Yaroslav Nilov, a conversation arose about the personnel policy of the Ministry of Natural Resources in the field of extinguishing fires.

The specific question has acquired political overtones – who should put out the fires in Yakutia, the federals or the regionals?

And so it somehow happened that no one remembered that the problem of forest fires flared up as a result of the introduction in Russia through the Ministry of Natural Resources of the US norm not to extinguish natural fires where they do not threaten people.

Two questions of the same Duma agenda merged. On the one hand, the absorptive capacity of the Russian forest is underestimated by cheaters. On the other hand, an international collaboration condones the burning of forests.

A very typical moment. Oleg Nilov demanded data on greenhouse gas emissions from forest fires. What’s the point of fighting fires when the forests are burning?

The question is sealed tightly like the cost of travel in the Moscow metro. In the past, such issues could have resulted in the loss of a mandate.

At the same meeting on February 14, it was planned to adopt at once in all readings the law of the chairman of the budget committee, Andrei Makarov, on the features of budget execution in the current year.

The document has an unreadable title: “On Amendments to the Federal Law “On Amendments to the Budget Code of the Russian Federation and Certain Legislative Acts of the Russian Federation, Suspension of Certain Provisions of the Budget Code of the Russian Federation, Recognition of Certain Provisions of Legislative Acts of the Russian Federation as Invalid and on the Establishment of Peculiarities execution of the budgets of the budget system of the Russian Federation in 2023″.

The Federation Council Budget Committee discussed the bill before the first reading and agreed to adopt it. Changes are made to the Budget Code, not the budget, because the Ministry of Finance does not have a forecast.

The main idea of ​​the bill is to fulfill Putin’s order on infrastructure treasury loans to the regions for 15 years at three percent per annum with a total volume of 250 billion.

This is a new form, and it is not yet clear what the procedure will be and what the regional authorities can count on.

The situation with the execution of the budget is such that it has to be saved in conditions of complete uncertainty.

The deputy of the Communist Party of the Russian Federation Mikhail Shapov spoke about the sad course of budget execution. Makarov hesitated.

Kommunist considers a dead-end policy when the revenues of the regions are systematically withdrawn, the scope of their powers and spending obligations is constantly growing.

“We are already seeing a strong drop in federal budget revenues compared to January 2022 by 35%. Oil and gas revenues fell by 46%, non-oil and gas – by 28%, including due to domestic VAT and income tax. At the same time, expenditures have grown significantly, and the deficit has reached almost 1.8 trillion rubles,” deputy Shchapov said.

The representatives of the factions supported the bill, but Makarov unexpectedly abandoned the idea of ​​adopting the law in all readings on the same day.

“Colleagues, I think that we will not discuss all the ideas that we have on how we can change the tax system, preferably the country’s budget system within the framework of this law, it raises specific questions, and as I understand it, against the fact that set out in the law, no one has any objections,” Makarov said.

What Deputy Makarov really thinks there is not always clear to him. Obviously, the situation is changing dangerously every day, and under the pressure of circumstances, Putin decided to discuss tax administration issues with the government. Clearly, the law should not overtake decisions from above.

The key issue of the meeting was the resolution “On the appeal of the chambers of the Federal Assembly of the Russian Federation “To the parliaments of the countries of the world in connection with the military biological activities of the United States outside its territory”.

The next day, a similar document was adopted by the Federation Council.

The project is promoted by the deputy chairmen of the chambers of the Federal Assembly Konstantin Kosachev and Irina Yarovaya.

The text of the appeal states that a report on the activities of the US Department of Defense Threat Reduction Agency (DTRA) has become public.

“Analysis of the Agency’s report confirms the preliminary findings of the Commission’s investigation that the program, declared by the United States as “medical and biological”, is being implemented and funded by the Pentagon, and is also of a secret and military-applied nature.

The US Department of Defense collects especially dangerous pathogenic microorganisms for further research in its specialized scientific centers, selects genetic material, studies the characteristics of the immune system of the local population in order to determine the reaction of the human body to the impact of various pathogens that can be potential agents of biological weapons.

The agency is primarily interested in those that have natural foci in the territories of countries to which the United States is paying close attention. The possible use of such pathogens can be disguised as natural outbreaks of infectious diseases.

The authors of the document appeal to the parliaments of all countries of the world with an appeal to “Request from the national governments information on the presence and nature of the Agency’s activities that are detrimental to their national sovereignty. This will reveal the true content of the US biomedical projects and prevent the military biological threats hidden in them and catastrophic consequences for the life and health of people.”

I would not now discuss the appeal of the Federal Assembly on the merits. A lot has already been said about this, including by experts, and there has been no clarity.

It seems to me that the verified literacy of a PR project is more important. In any case, he should go down in the history of public relations and mass consciousness control.

The first results are already there, and perhaps the topic of biological weapons will be able to break through the tough blockade of the information field.

Not many people understand how dangerous the threat is and where it comes from. If it is possible to explain this to the population of the Earth without unnecessary threats and empty alarmism, the more likely it is that humanity will be able to save itself.
