Wildberries, Ozon, Yandex, SberMarket and Avito (part of the Association of Digital Platforms) proposed to remove their obligations to contribute to employee pensions, disability and maternity benefits, medical insurance and insurance against accidents and illnesses . The companies sent a corresponding proposal to the working group in the State Duma, which is preparing a bill on platform employment. I got acquainted with the association’s proposals Forbes.
“The platforms will focus on informing performers about all available voluntary insurance options to simplify their choice. Additional incentives and rewards from platforms for performers interested in voluntary programs are also possible,” says the document sent to the State Duma.
Earlier, commenting on the discussion of the bill on platform employment, the Secretary of the Federation of Independent Trade Unions Oleg Sokolov noted in a conversation with RBCthat the approach of asking the employed to decide for themselves whether to save money for benefits and pensions will, over time, lead to social tension and even, possibly, to a “serious socio-economic catastrophe.”
Previously, the government stated that this spring the State Duma could adopt a bill that would fix the differences between platform and traditional employment. However, according to Kommersant’s source in the RSPP, it is not yet “obvious that trade unions and employers will be able to agree on at least some version of the document.” Due to disagreements, we recall that the rules on platforms were not included in the final version of the new employment law adopted in 2023.
