Kostroma social networks are buzzing. The most discussed person in the city now is, of course, the regional parliamentarian Ikhtiyar Mirzoev, who owns the burnt club. I must say that Mirzoev is a well-known person in the city. A native of Azerbaijan, an influential member of the Azerbaijani diaspora, settled in the northern city in the early 90s. In 1993, he graduated from the Kostroma Technological Institute with a degree in woodworking technology, process engineer, after which he remained working as a machine operator at the Kostroma Plywood Mill. But in 1998, when a default broke out in the country, the woodworker did not lose his head, like many others, but organized Nur LLC, which leases real estate. The structure with an authorized capital of 100,000 rubles had 1 (1) employee and was listed as a “micro-enterprise”, and its founder was a relative of Ikhtiyar – Bakhtiyar Mirzoev. According to audit companies, Ikhtiyar Mirzoev is still the owner of this LLC. Meanwhile, in 2005-2006, Mirzoev combined his small business project with service in house management No. 4, and then with meetings in the city and regional dumas: he has been a deputy of the city parliament since 2005, and since 2010 he has been sitting for three convocations in oblduma. In 2006, he became the CEO of the Polygon company.
In addition to Polygon, it also has several other companies in the hotel business: Hector, Troy and Achilles. According to local media, Mirzoev also owns a children’s park on Nikitskaya, a children’s entertainment center “Visiting Skazka” and a cafe “Terem”. And, as local residents say, the condition of these children’s centers and attractions also raises many questions: as a result of inspections of the above institutions, violations of fire safety requirements were repeatedly found.
As for the Polygon club, which has become tragically famous, there has not been a full-fledged fire safety check there for 9 years. By the way, Anna Tokunova, a relative of Mirzoev, is the formal general director of Polygon. He is also a founder. In 2013 the club was closed for renovation. And in 2016, when, according to the plan, employees of the Ministry of Emergency Situations were supposed to visit the institution, a moratorium was introduced in the country on conducting scheduled business inspections. Then the pandemic began, and the leaders of the club reported that they were not conducting commercial activities, and, accordingly, there was no need to check them. Indeed, according to the 2020 declaration, Mirzoev’s total income was only 9,866,284 rubles, while in 2018 he earned 22,281,632 rubles.
Meanwhile, in 2012, a scandal broke out in the regional Duma: four deputies refused to make public their incomes. Among them was Ikhtiyar Mirzoev. Then the prosecutor’s office had to intervene in the matter, after which the deputy businessman filed a declaration. According to a ten-year-old declaration, the deputy’s income was 2,400,000 rubles. He had six plots of land, a house, three garages, and he also owns the Polygon cafe building. In use, and not in ownership, he had 4 more plots of land. Now the total area of real estate owned by the deputy is 9615 square meters. meters.
The name of Ikhtiyar Mirzoev is also associated with a high-profile scandal raised by the environmental movement “In the name of life” in 2019. Then it turned out that the deputy managed to take possession of a plot of 6.3 hectares in the protected area of the city’s Victory Park. The planning project for the territory of the Pobeda Park, which includes this land plot, provided for the permitted type of construction: public catering, a sports facility. But instead, on the site of the cut down trees, the Pyaterochka store was built, which Polygon LLC, under a real estate lease agreement dated July 11, 2019, leased to AGROTORG LLC.
