The government of the Kurgan region introduced the position of deputy governor, who will oversee security issues and support for the special military operation (SVO). Since May 10, Stanislav Noskov, assistant to the head of the region, who previously headed the department of special programs of the governor’s office, has been appointed to this post. Until now, the heads of regions have not introduced individual positions of vice-governor for curators of the SVO, entrusting these issues to lower-level officials or transferring them to their current deputies.

On the change in the composition and structure of the government of the Kurgan region and, in particular, the establishment of the post of deputy governor in charge of a separate unit for security and support of the Northern Military District, the press service of the regional government reported 9th May. By the document signed by Governor Vadim Shumkov, the number of his deputies has been increased from six to seven (including the first). On May 10, 49-year-old Stanislav Noskov, who had previously been an assistant to the head of the region, was appointed to a new position. O. Head of the Department of Special Programs of the Governor’s Office. “As Deputy Governor, Stanislav Noskov will be responsible for the work of the Department of Special Programs, including support for the SVO, as well as the Department of Civil Protection, Natural Resources and Environmental Protection, including coordination of work in the area of ​​civil defense and emergency situations, interaction with relevant federal departments on public safety issues , law and order, military service, as well as patriotic education,” the government said.

In fact, Mr. Noskov has been in charge of issues related to the SVO since he headed the Department of Special Programs in November 2022. This department, created in May 2021, is engaged in mobilization training, interaction with law enforcement agencies and the protection of state secrets.

Stanislav Noskov graduated from the Novosibirsk Higher Combined Arms Command School in 1994, participated in the counterterrorist operation in Chechnya in 1999-2000, served in the Main Directorate of the Ministry of Emergency Situations in the Kurgan Region in 2005-2018, rising to the rank of first deputy head of department. In October 2018, he was appointed Deputy Head of the Department for Rehabilitation of Territories and Protection of the Population of the Region. After the reorganization of this structure in 2020, he became Acting Director of the Department of Civil Protection, Natural Resources and Environmental Protection of the Kurgan Region, and from August 2021 to November 2022 he headed this department.

Political strategist Aleksey Schweigert considers the introduction of the position of a special vice-governor for the SVO to be a logical, but largely populist decision: “Vadim Shumkov is one of those governors who speaks quite directly and convincingly, and most importantly, regularly speaks on the topic of the SVO. It is clear that branches of the State Fund for Supporting Participants of the NWO “Defenders of the Fatherland” are now opening in the regions, but the creation of a special position looks redundant. I think it’s quite a populist measure.” Mikhail Vinogradov, president of the Petersburg Politics Foundation, notes that Mr. Shumkov is “one of the most ideologically motivated governors, who speaks more actively on military topics than others.”

And the combination in one post of two different topics (regional security and NWO), according to the expert, allows “to emphasize ideological activism and try to correct the agenda that is negative for the region.”

Recall that in early May in the Kurgan region sharply the situation worsened with natural fires. Due to strong winds, dry and hot weather, the fire in several areas spread to houses and garden associations, not without casualties. On May 7, a state of emergency was introduced in the region. The ICR is investigating a criminal case of negligence (part 2 of article 293 of the Criminal Code of the Russian Federation), six more cases have been initiated under art. Art. 168 and 261 of the Criminal Code of the Russian Federation (“Destruction of another’s property by careless handling of fire and destruction of forest plantations as a result of careless handling of fire”).

It should be noted that special positions for officials in charge of issues of the SVO have also been introduced in a number of other regions, but at a lower level. For example, in Tuva, in January 2023, Timur Kuular, who had previously worked as deputy chairman of the Tuvan government for law enforcement and public security, was appointed as the special representative of the head of the republic on issues of the NVO. And in Buryatia, Ilya Mikhalev, a special adviser to the head of the region, is in charge of supporting NWO participants and their families.

In the majority of subjects of the Russian Federation, these issues are given to the current officials. So, in Tatarstan, the issues of organizing the conscription and sending military personnel to the NVO zone are supervised by Deputy Prime Minister Leyla Fazleeva, in Udmurtia, these problems are dealt with by the deputy chairman of the government for security issues, the former head of the National Guard department for the republic, Ilyas Khannanov, and in Transbaikalia, the corresponding duties are distributed among three deputies governor. Yakutia stands apart in this regard, where a Unified Coordination Center was created in October 2022 to resolve issues related to the NWO. But even there it was headed by an acting official – the permanent representative of the republic under the President of the Russian Federation, the first deputy chairman of the government of Yakutia Andrei Fedotov.
