State Duma deputy Alexander Khinshtein said that a structure was being created in the Russian Ministry of Internal Affairs that almost completely duplicates the functions of the Russian Guard. The parliamentarian, who previously worked as an adviser to the head of the Russian Guard, Viktor Zolotov, called such actions of the Ministry of Internal Affairs “extremely dangerous.”
According to Alexander Khinshtein, in Moscow and St. Petersburg, police special regiments began to be rebuilt in the image and likeness of the riot police. In particular, now they have snipers, explosives, high-altitude workers. At the same time, the staffing of “hominized” special regiments is also sharply increasing, the parliamentarian specified.
“The police leadership is actively “buying out” the OMON personnel, persuading them to transfer from the Russian Guard to the Ministry of Internal Affairs, promising additional allowances,” the State Duma deputy wrote in his Telegram-channel. According to him, in fact, the Russian Ministry of Internal Affairs is now attempting to create a “parallel Russian Guard”.
Mr. Khinshtein called such actions of the ministry “very strange” and leading to “extremely dangerous rivalry” between the two departments. The deputy also recalled that Russian President Vladimir Putin publicly stated at the collegium of the Ministry of Internal Affairs that there is no need to create a “second National Guard” at present.
At the beginning of March, Mr Khinshtein declared on the creation of an “alternative special forces” in the Ministry of Internal Affairs. At that time, the deputy commented on the Baza article about a Russian Guard riot police officer Zubr, who tried to join the Grom special forces of the Ministry of Internal Affairs. Khinshtein explained that after the reform of the power bloc in 2016, Grom became part of the drug control units. According to him, since the end of last year, the territorial bodies of the Ministry of Internal Affairs “received an unspoken instruction: instead of the Russian Guard, actively use Thunder in all areas of work.”
“The Ministry of Internal Affairs unofficially explains what is happening by caring for the National Guard itself, whose employees are actively involved in the NWO and therefore, they say, need to rest. However, this is cunning,” the deputy said. He brought exampleswhen the special forces of the Ministry of Internal Affairs “Thunder” were involved in police enforcement measures “not along the profile drug line.”
On April 5, 2016, Russian President Vladimir Putin announced the creation of the Federal Service of the National Guard Troops of the Russian Federation on the basis of the Internal Troops of the Ministry of Internal Affairs. Later, the structure was renamed the Russian Guard.
The Russian Guard, in accordance with the current legislation, performs the functions of developing and implementing state policy and legal regulation in the field of arms trafficking, in the field of private security activities, in the field of private detective activities and in the field of private security. The tasks of the National Guard also include the protection of public order, the protection of especially important and sensitive facilities, the organization of federal state control over compliance with the legislation of the Russian Federation in the field of arms trafficking, as well as ensuring the safety of fuel and energy facilities.
