Deputy Isaev: the new draft law on employment provides for the introduction of the concept of “illegal employment”

The bill on employment can be submitted to the State Duma either at the end of 2022 or at the beginning of the next, Andrey Isaev, deputy head of the United Russia (ER) faction in the lower house, said. According to him, the document will include the introduction of the concept of “illegal employment” and measures to combat it.

“For the first time we introduce the concept of “illegal employment” and measures to combat it. For the first time, we are introducing the concept of “self-employed” and “platform employed”,” Mr. Isaev said at a joint meeting of the United Russia faction and the presidium of the party’s general council. The bill is expected to be adopted in the spring session (quote from “RIA News”).

The Ministry of Labor has been developing a new version of the law since the beginning of 2022, together with the United Russia working group to improve legislation in the field of promoting employment. Andrey Isaev is the head of the profile working group of the party. The head of United Russia, Dmitry Medvedev, said earlier that it was necessary to prepare a new version of the law “On Employment in the Russian Federation” by the spring session of 2023.

According to Mr. Isaev, the main point in the document will be the prevention of unemployment, and not just assistance to those who have already lost their jobs. At the same time, the legal status of the self-employed in the labor market, which caused the most controversy during the preparation of the new version of the law, was proposed by the deputies to be settled later by separate regulations.
