Deputy Chairman of the State Duma proposed to introduce a reward for the delivery of narcotic bookmarks

Vice Speaker of the State Duma Vladislav Davankov (New People) turned to Interior Minister Vladimir Kolokoltsev with a proposal to introduce a reward for information about drug bookmarks. According to Mr. Davankov, law enforcement agencies do not have enough resources to deal with bookmarks.
He proposed the following scheme: if the police do not promptly respond to statements about the presence of bookmarks in the entrance for several hours, then the citizen will have to warn them in advance of their intention to hand over drugs to the police station and then receive a reward.
“It is the residents of the houses who most often complain about the traffickers … The solution to the problem could be the introduction of monetary rewards for citizens for finding drugs and handing them over to law enforcement agencies,” the State Duma Vice Speaker said in a statement (available from TASS). The amount of remuneration may be established by order of the Ministry of Internal Affairs of the Russian Federation.
Vladislav Davankov also proposed to create a single information center for the fight against drugs and a system of motivation for police officers to deal with stencils and bookmarks. An appropriate experiment can be carried out in Moscow, the parliamentarian believes.
The most common places for leaving bookmarks are window sills and entrances of residential buildings, batteries, electrical panels, playgrounds and flower beds. Responsibility for the storage and laying of drugs is regulated by the Code of Administrative Offenses (Article 6.8) and the Criminal Code of the Russian Federation (Article 228).
