Deputy Butskaya explained the essence of her initiative “on writing off a mortgage loan”

On Wednesday, there was information that delighted families with many children: the first deputy head of the State Duma Committee on Family, Women and Children, the chairman of the Council of Mothers, Tatyana Butskaya, proposed that part of the mortgage loan be written off from the family at the birth of a third child. We contacted Tatyana Viktorovna to find out firsthand what she had in mind and how this measure could be introduced.

As Tatyana Butskaya told MK, it is necessary to start with the fact that today the Public Chamber proposed to pay 1 million rubles at the birth of a third child, and the conversation was about this million.

“I support with two hands any measures to help families with many children, because now our demography is in a very difficult situation,” the deputy said. – Any support, especially now, should be voluminous. This means when one social state ruble – I call this program “Social Ruble” – first supports the industry, for example, when we talk about a gift for newborns or a school kit for a first grader (we are talking about domestic manufacturers of children’s goods ), then the social ruble supports the family when we give it all to her, and plus, we support Russian jobs, because, basically, these are the parents who then come home and bring a salary. This is how much support should be.

If we are talking about such an amount as a million rubles, then, of course, it should cover the important needs of the family. And housing is one of the most pressing issues for her. Fortunately, maternity capital saved many families, it helped a lot in solving demographic problems. Still, 90% of mother’s capital is a solution to the housing problem. Therefore, if we are talking about some other large cash infusions, they should go for specific purposes. For example, it is clear that in our country, mostly apartments are taken on a mortgage. And the situation turns out like this: the family took out a mortgage, invested maternity capital for the first and second child, the third child was born – they invested another 450 thousand rubles, which are given for him. Plus, there is still a tax deduction, a deduction for a mortgage loan, and there is already some relatively small amount left. Therefore, in this case, at the birth of a third child, to provide an opportunity to close a mortgage loan for a large family would be a very good measure of support. Of course, this measure requires additional calculations, determining what size the apartment should be, how many square meters should be per person. It is clear that any state support should be clearly regulated.

And if we consider investments of large sums in this direction with the support of large families, then this will have a better impact on demographics. There will be a place to live – kids will be born.

Georgy Ostapkovich, director of the HSE Center for Market Research, expressed his opinion on this issue to MK:

– One of the main economic problems is demographics. Not only is our population declining, according to some forecasts, already in 2030-35, the population may decrease by 10 million. And plus, there is the problem of aging, that is, the population is aging. And so we need some kind of demographic breakthrough, because today’s children are our future economy, our future knowledge and our future workforce. Any bonus that will motivate fertility is always helpful.

But, of course, it is impossible to be limited only to these measures. The main problem that must be solved is to raise overall real incomes, to raise real wages. Raise investments in preferential mortgages. Well, what kind of amount is this – the government plans to allocate 45.5 billion rubles for various mortgage programs, including family ones? This is less than 1 billion dollars. With this amount, you won’t even get into the Forbes list, and we have more than a hundred such figures who have one more assets than all the government’s investments in preferential mortgages.

This, of course, is a positive maneuver, but, on the other hand, it does not carry a fundamental solution. We still have very few families with 3-4 children. With this measure, we will support, rather, the eastern regions, the northern regions, where it is customary to give birth “3 plus”, and in central Russia there are few such families, mainly those with high incomes in million-plus cities … Well, the Russian president set such a task , yesterday literally signed a decree on the title of “Mother Heroine”. That is, of course, it is necessary to take it step by step so that these steps reach the point of bifurcation (the accumulation of positive or negative factors in order for a decisive effect to occur), and our birth rate would actually increase.
