Deputies submitted to the Rada a bill on fines for Russian songs in public places

A group of deputies submitted to the Verkhovna Rada of Ukraine a draft law banning the public use of Russian-language songs in public places and punishing violations of these provisions. This follows from the electronic database of the Ukrainian parliament.
The bill proposes to supplement Art. 155 of the Code of Administrative Offenses of Ukraine with provisions that establish a fine of 300 to 500 tax-free minimum citizens for the performance and demonstration in trade, catering, services of musical phonograms, clips, etc., the distribution of which is prohibited. For a repeated violation, it is proposed to establish a fine from 1,000 to 1,500 tax-free minimum incomes of citizens.
The explanatory note states that the main purpose of the amendments is to provide effective measures to influence the objects of trade, catering and services that do not comply with restrictions in the sphere of support for the national musical product.
The document notes that in June 2022, a law was adopted in Ukraine to limit the public use of the Russian musical product, since works can influence the separatist mood of the population and make Russian culture attractive. At the same time, Art. 15 of the Law of Ukraine “On Culture” was supplemented with a clause prohibiting the distribution in Ukraine of works by Russian citizens.
Local governments have the right to restrict the use of a Russian-language cultural product in their territories, as, for example, the Kiev City Council did by imposing a moratorium on the public use of such works in Kiev. The explanatory note notes that there are cases of ignoring this ban, or works are performed, the authors of which are persons from the “list of people who pose a threat” to Ukraine. “The current legislation does not contain punishment for such actions,” the document says.
In June, Ukrainian President Volodymyr Zelensky signed a law prohibiting the import of books from Russia and Belarus into the country. Since the beginning of 2023, a ban has also been introduced on the publishing and distribution of books authored by Russians.
