Deputies returned the bill on changes in the notification of conscripts to the second reading

The State Duma voted to return the bill on changes in the notification of conscripts to the second reading due to a change in the date of its entry into force. 309 deputies voted for it, 25 abstained. The meeting was broadcast on the website of the lower house.

Andrey Kartapolov, head of the Duma Defense Committee, noted that the Duma Council demands that the committees “intensify work on bills of previous convocations.” In this case, it is necessary to change the date of entry into force of this bill. Previously it was April 1, 2022.

The bill was already considered in the second reading on February 22, 2022. To implement the initiative, the deputies had to support it in the third reading, so that the law would go to the Federation Council for consideration by the senators. Now it will again be considered in the second reading.

Earlier, Vedomosti, citing two interlocutors in the lower house wrotethat the Council of the State Duma decided to return to the second reading the bill on informing citizens about activities related to conscription for military service. The fact that the council agreed with the corresponding proposal of the defense committee was also reported by the press service of the lower house of parliament.

The bill in question was introduced by a group of deputies from United Russia on January 12, 2018. It stated that summonses to citizens subject to conscription for military service can be sent by registered mail with acknowledgment of receipt at the place of residence or place of stay. The authors of the initiative proposed to consider such subpoenas as received on the day of delivery. That is, a new method was added to the previous method of serving subpoenas against signature, the deputies of United Russia noted: sending subpoenas by registered mail.
