Deputies Ostanina and Burlyaev proposed to introduce criminal liability for repeated LGBT propaganda

State Duma deputies Nina Ostanina (KPRF) and Nikolai Burlyaev (“A Just Russia – For Truth”) prepared amendments to the bill against propaganda of non-traditional sexual relations. For repeated violation of the ban on LGBT propaganda among children under 18 years of age, deputies offer punishable up to imprisonment for up to three years.

According to “RIA News” with reference to a document prepared by the deputies, for a new violation of the ban on propaganda of pedophilia through the media can face up to five years, for a repeated violation of the ban on propaganda of pedophilia – up to two years.

Amendments by Nina Ostanina and Nikolai Burlyaev have been prepared for the second reading of the bill on administrative punishment for LGBT propaganda. First Deputy Chairman of the State Duma Committee on State Construction and Legislation Irina Pankina (United Russia) reported TASSthat these amendments cannot be submitted to the second reading, they need a separate bill, since we are talking about criminal liability.

“Amendments to the Criminal Code of the Russian Federation are carried out by a separate federal law. Amendments cannot be included in the texts of federal laws that change other legislative acts, with the exception of the texts of federal laws that amend the Code of Criminal Procedure of the Russian Federation,” Ms. Pankina explained.

The bill, which is proposed to be amended, deals with responsibility for violating the new prohibitions. It refers to the current Art. 6.21 of the Code of Administrative Offenses, as well as new Art. 6.21.2 and Art. 6.21.1. For their violations, a fine is expected, as well as expulsion from Russia for foreigners.
