Defense Committee of the State Duma rejected the initiative to postpone mobilization for scientists

The State Duma Committee on Defense refused to support the bill, which proposed to introduce a deferment from military service during partial mobilization for candidates and doctors of science. The members of the committee decided that the document “does not correspond with the approach” of the current laws on mobilization. Earlier, the Ministry of Defense also did not support the initiative.
“The proposed draft law to establish an exemption from mobilization for all citizens who have a doctorate or a candidate of science degree does not correlate with the approach currently adopted in the legislation of the Russian Federation on mobilization,” the conclusion says. The committee added that a deferment from mobilization is granted in the presence of exceptional circumstances or for health reasons of a citizen. The delay can also be associated with a certain type of activity, they noted.
Partial mobilization in Russia was announced on September 21, and on October 31 it was announced that it was completed. An official decree to stop the mobilization was not published. In October, State Duma deputy from the Communist Party Mikhail Matveev introduced a bill to exempt candidates and doctors of science from conscription with partial mobilization. The Ministry of Defense refused to support him, calling it inappropriate. In December, a similar bill was submitted to the State Duma.
