Sergei Ivanov, special envoy of the President of Russia for environmental protection, ecology and transport, also spoke out for the “humane killing” of homeless animals.
Governor Pasler, among other things, proposes to expand the powers of local authorities in the field of regulating the number of homeless animals.
“That is, the regions in this case will independently choose the way to resolve issues with animals without owners. And they will do this based on the situation existing on the territory and taking into account the opinion of the residents,” the statement says. message regional government.
In addition, the head of the region considers it necessary to oblige owners of pets to register them: “The number of stray individuals continues to grow due to the fact that owners, refusing ownership of them, release animals into an accessible habitat – on the streets of settlements. Mandatory registration of pets will reduce the number of stray animals and increase the responsibility of owners for their fate.”
But most importantly, the Orenburg governor proposes to allow “humanely euthanize” stray and domestic animals if they “show aggression towards people or other animals and pose a threat to their life and safety.”
A similar initiative was made on Thursday by the deputies of the Altai Regional Legislative Assembly (AKZS). They sent to the State Duma a draft amendment to federal legislation, which deals with expanding the possibilities for killing stray animals. The authors call the method of STVV (capture – sterilization – vaccination – return) provided for by the current law ineffective: “After the dogs return to their former habitats, they are at risk of contracting dangerous diseases from other dogs, pose a real threat to human life and health, become accidents, attack livestock, wild animals.
At the moment, an animal can be killed only in order to end its suffering if it is not viable, remind the Altai deputies.
They propose to include among the grounds for euthanasia “necessary defense” in the event of an attack by a neglected animal, the manifestation of clinical signs of rabies within ten days from the moment of admission to the shelter, as well as the unmotivated aggression of animals established by a zoopsychologist, which cannot find new owners for six months.
Substantiating their position, the deputies, in particular, referred to the experience of the United States and European countries – Israel, Norway, Iceland, Latvia, Romania, Australia, Great Britain, Finland. There, according to them, an animal in a shelter is subjected to humane, painless euthanasia if an owner is not found for it within 7-14 days.
This legislative initiative was discussed at the regional level for more than a year. “Residents of the region are turning to us with complaints about the increase in the number of stray dogs,” said Sergey Serov, deputy of the AKZS (United Russia faction), at a session in January 2022. “We see the reason in the imperfection of the federal law on the responsible treatment of animals. It is necessary to use euthanasia: we can now use it for the sick, but not for the aggressive ones.”
Earlier, the government of the Russian Federation in its conclusion did not support the bill of the Altai deputies. Some of its provisions were deemed redundant due to duplication of existing legal norms.
“In the event of an attack by an animal without an owner, the actions of the defending person, as a result of which the specified animal was harmed, can be qualified in accordance with the Code of Administrative Offenses as actions committed in a state of emergency,” the conclusion says.
Today, the governor of the Stavropol Territory, Vladimir Vladimirov, commenting on the dog attack in Orenburg, criticized the only permitted mechanism – “they chipped and released.” With aggressive animals, in his opinion, this should not be done. “You can’t stand aside, wait and hope that everything will resolve itself. We must develop mechanisms that, with a humane attitude towards animals in general, will allow us to protect people from those individuals that are dangerous,” Mr. Vladimirov urged.
