The Minister of Health of the Russian Federation Mikhail Murashko intervened in the situation in the Samara City Clinical Hospital No. 1 named after Pirogov, where previously convicted employees were rehired. About it informed Deputy of the State Duma of the Russian Federation Alexander Khinshtein in his Telegram channel.

“Already today, both scammers (head of the personnel department Anna Dorofeeva and chief accountant Oksana Ryzhkova) urgently wrote letters of resignation,” the report says.

As the hospital administration confirmed, “on the basis of personal statements, orders were issued to dismiss O. G. Ryzhkova and A. M. Dorofeeva on 10/18/2022 – their last working day at the Pirogov hospital.”

According to the deputy, an inspection will be carried out against the chief doctor of the hospital Anatoly Titov. It turned out that during the reinstatement at work, he did not require the convicts to provide certificates of the absence or presence of a criminal record.

On Monday Alexander Khinshtein informedthat he sent inquiries to the prosecutor’s office of the Samara region and the head of the region, Dmitry Azarov, with a request to check the information about the return to work in the hospital of Anna Dorofeeva and Oksana Ryzhkova. Previously, they were convicted in a criminal case of fraud committed by a group of persons by prior agreement using their official position on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation), official forgery (part 1 of article 292 of the Criminal Code of the Russian Federation) and abuse of office powers (part 1 of article 285 of the Criminal Code of the Russian Federation).

“Last summer, at the initiative of the new head physician of the hospital, Anatoly Titov, both scammers entered the same river. Dorofeeva again headed the personnel department of the State Clinical Hospital, Ryzhkova took the position of an economist at the financial department, and, according to eyewitnesses, she de facto manages this department, ”said the deputy.

Anna Dorofeeva and Oksana Ryzhkova were convicted along with the former head physician of the Samara Pirogov Hospital Valery Kirillov in March 2020 for fictitious employment of six people. All the defendants received suspended sentences: the court sentenced Valery Kirillov to five years, his former colleagues to two and a half years each.

The security forces established that in 2015, Valery Kirillov ordered his subordinates to place fictitious people in the positions of a janitor, manager of the department of paid services, auxiliary workers and nurses. The chief physician allegedly received a salary for them for representational expenses. The amount of damage was estimated at 2.2 million rubles.
