On December 23, the Federation Council ended the autumn session with a bang: in order to work out the voluminous agenda, which consisted of more than 100 questions, the senators had to sit without lunch. The senators got to know their colleagues from the new territories and, without dispute, approved a number of issues related to their integration, as well as a special military operation and support for the mobilized. The senators heatedly argued about the laws relating to biometrics and the new tariff system for paying for notary services, but still passed both. And at the end of the meeting, the commission for the protection of state sovereignty was given the status of a permanent one.
The final meeting of the Federation Council began with the acquaintance of the senators with their colleagues who received their powers from the new territories. They were personally represented by the chairman of the Federation Council, Valentina Matvienko, after which they were immediately handed certificates and determined the scope of work. Alexander Ananchenko, a representative of the People’s Council of the DPR, was included in the committee on federal structure and regional policy; Olga Bas, delegated from the LPR parliament, was included in the committee on science, education and culture. Sent to the Federation Council from the acting head of the DPR, the former Minister of Foreign Affairs of the republic Natalya Nikonorova will deal with international relations, and the representative of the head of the LPR, deputy secretary of the United Russia General Council, Daria Lantratova, will deal with social policy issues. Dmitry Vorona, the former head of the Crimean Development Corporation, representing the Acting Governor of the Zaporozhye Region, will work on the Committee on Economic Policy, and the ex-entrepreneur Konstantin Basyuk, appointed from the Acting Head of the Kherson Region, will serve on the Defense and Security Committee. “Everything is voluntary,” the distribution took place in accordance with the applications of newly appointed senators, Vyacheslav Timchenko, chairman of the commission on regulations, assured.
After this ceremony, the senators began to consider bills: a significant part of them was devoted to the NWO and the integration of new territories. Members of the Federation Council have tightened liability for saboteurs and foreign agents, approved amendments to the Tax Code on the specifics of taxation in the DPR, LPR, Zaporozhye and Kherson regions, and also established a transitional period for alcohol producers located there. Amendments were also approved to suspend enforcement proceedings against participants in the SVO and grant them the right to send letters free of charge. As Ms. Matviyenko informed the meeting participants, a special working group has been created in the Federation Council under the leadership of First Vice Speaker Andrei Turchak, which will control the implementation of laws adopted in the interests of the NWO. All this agenda, as expected, did not cause discussions among the senators. What can not be said about the bills on the control of biometric data and the new tariff system for paying for notary services.
The law on biometric data affects a rather sensitive area, worried the chairman of the international committee Grigory Karasin. Andrey Klishas, head of the Committee on State Building and Constitutional Legislation of the Federation Council, explained to him that there was no need to worry: for now, all biometrics is an image of a face and the sound of a voice, and everyone is not too lazy to post them on social networks anyway. Ms. Matvienko added that already now “all kinds of iPhones” provide access to anyone and anything: you don’t have time to say the word “teapot” on the phone, as you immediately see an advertisement for a teapot. The bill is aimed at creating a single state platform, from which there will be no leaks, she argued. However, Senator Elena Mizulina admitted that she could not “accept this law into herself”, although she tried. How to avoid operator abuse, she worried. In addition, she called for a simple procedure for refusing to give biometrics to be fixed in the document. While she requires a personal appearance at the MFC, the senator argued. “If we now start discussing what comes first – the right or the waiver of the right, colleagues will not appreciate it,” Mr. Klishas snapped and reminded that citizens still do not have the right to refuse to take biometrics. The bill was passed by 146 votes of senators.
In turn, the new system of remuneration for notaries (fees for “technical” and “legal” services are canceled, and the regional component of the tariff will be calculated by notary chambers and approved by the Ministry of Justice) caused a strong reaction, primarily from Ms. Matvienko, who at one time initiated its development. The speaker reprimanded the President of the Federal Notarial Chamber, Konstantin Korsik, for the closed nature of the corporation and demanded that her colleagues “on a daily basis” control that notarial services are provided free of charge to the mobilized.
At the end of the meeting, the senators listened to (and approved) the report of the temporary commission for the protection of state sovereignty. The document noted the effectiveness of the measures initiated by it and adopted at the legislative level, including those provided for by the law on control over persons under foreign influence. In the future, the commission intends to focus on “stopping” the threats to the country’s digital sovereignty, which now come from international digital media platforms. The authors of the report proposed to fight them by developing their own. In addition, the members of the commission mentioned other vulnerabilities in the system for countering external challenges discovered during the SVO, but they promised to talk about them next year. Towards the end of the meeting, the senators, by amendments to the regulations, gave the commission, created in 2017, the status of a permanent one. “Life has shown how wise we acted by establishing the commission,” said Ms. Matvienko. “Over the years, so much for the ear and for the sun …” She is sure that the commission “will work for the rest of her life.”
