The bill, prepared by the senator from the Zaporozhye region Dmitry Rogozin, provides for the transfer of the powers of the inquiry body to the commanders of volunteer formations supporting the implementation of the tasks of the Armed Forces of the Russian Federation. According to Rogozin in an interview with TASS, the need to provide commanders of volunteer formations with the powers of an inquiry agency is due to the current operational situation and the desire to improve law, order and discipline in the armed forces.

Proposals for changes are planned to be made to paragraph 3 of part 1 of article 40 of the Criminal Procedure Code of the Russian Federation. The author of the bill notes that currently there are a significant number of volunteer units operating on the front line, in which several tens of thousands of people serve.
