“Club 1 July” of the Russian Academy of Sciences called for a deferral for scientists from mobilization

Members of the community of academicians and corresponding members of the Russian Academy of Sciences (RAS) “July 1 Club” came up with a number of initiatives to “preserve the scientific potential of the country”, including the provision of a deferment from conscription within the framework of mobilization and military training for doctors and candidates of sciences, and also confirmation of the position on the value of Russian science by the state. The authors of the appeal referred to the experience of the Soviet leadership, which during the Great Patriotic War took care of the preservation of scientific personnel.
“In the current situation, we consider it necessary: a clear confirmation by the Russian state of the position on the value of Russian science … a clear statement about the continuation and strengthening of the course towards attracting young people to science … the inclusion of doctors and candidates of sciences among those eligible for deferment from conscription for all types of mobilization and military fees … bringing the financing of fundamental scientific research to a competitive level, ”says the appeal posted on website club.
Its members recalled that the restoration of the country’s intellectual potential takes “many decades, or even centuries”, and therefore it is necessary to take care of its preservation now. The text notes the “hardest situation” of science in Russia in the current conditions.
On September 27, it became known that the leadership of the Russian Academy of Sciences Start preparation of an appeal to the Ministry of Education and Science and the Ministry of Defense with a request for exemption from the mobilization call for graduate students and scientists of the academy. The Ministry of Defense had previously promised to grant a deferment to graduate students.
The July 1 Club was formed in 2013 from members of the Russian Academy of Sciences who disagreed with the bill on the liquidation of the Academy of Sciences that was then submitted to the State Duma. “Protests by the scientific community led to the fact that the provisions on the liquidation of the Russian Academy of Sciences and the establishment of a new academy were excluded from the final text of the law,” the organization’s website states.
