Civilian medicine is diluted with the military – Kommersant

Andrey Turchak, head of the working group on the special operation, said that participants in the Russian military operation in Ukraine could get the right to use their compulsory medical insurance policies during their holidays. This, in his opinion, will create a “seamless transition” between military and civilian medicine – however, it can also resume the discussion about the principles of financing national health care in Russia.

The working group on special operation issues proposes to restore the validity of compulsory medical insurance policies for participants in the military operation in Ukraine who are on vacation. about it yesterday at the meeting Andrey Turchak, secretary of the General Council of United Russia and head of the working group, said with Vladimir Putin.

“We discussed this topic with the Ministry of Health, with the Ministry of Defense, with the Main Military Medical Directorate. There is a common understanding, but this decision needs to be finally made,” he said.

According to Andriy Turchak, it is necessary to ensure a “seamless transition between military and civilian medicine.”

“According to the law, the CHI policy for the period of military service is suspended today. As a result, when a fighter enters a civilian life, on vacation, he cannot receive medical treatment in civilian medical institutions. Often, if he needs a planned operation, he has to wait for months for a referral for this planned operation,” he stressed.

Now, we recall, the employer pays contributions to the MHI system for his employees in the form of insurance premiums – they amount to 5.1% of the wage fund. Regional budgets pay for the unemployed at the tariffs established by the government. According to the legislation, children, pensioners, students, registered unemployed, citizens engaged in caring for children under three years of age, the disabled and the elderly are classified as unemployed.

At the same time, the military and representatives of law enforcement agencies did not belong to any of these categories until 2016 – their employer, represented by state institutions, did not pay contributions for compulsory medical insurance for them, and for the regions they were still considered employed. As a result, since all residents in Russia receive a compulsory medical insurance policy after birth, the military and security forces had the opportunity to use both compulsory medical insurance services and departmental medical services in institutions subordinate, for example, to the Ministry of Defense and receiving funding from the ministry.

In 2016, the government, in an effort to optimize the cost of CHI, adopted amendments to the legislation that suspend the policy of those who are hired to work in the military or law enforcement agencies for the entire period of their employment there (for more details, see below). “Kommersant” dated March 1, 2016). Subsequently, the Ministry of Finance even proposed to oblige such workers, despite the suspension of policies, to pay contributions to public health (for more details, see below). “Kommersant” dated November 11, 2016).

The proposal to re-authorize the military to use both departmental medicine and the national health care system could revive discussions about how the latter should be funded. It is not yet possible to predict what kind of workload she will face if this decision is made – due to the limited vacations of CBO participants, initially we could talk about relatively inexpensive interventions. But if the resources of the Ministry of Defense for some reason turn out to be limited, medical institutions subordinate to the ministry will be forced to reduce the amount of assistance to their wards, thereby “squeezing” them into civilian medicine.
