Russian President Vladimir Putin signed a decree according to which Ukrainian citizens can enter Russian territory without visas and with expired internal passports. Document published on the legal information portal.

According to the document, Ukrainians can enter Russia without visas on the basis of domestic and foreign, diplomatic, service passports, as well as identity cards of a sailor and an aircraft crew member. The possibility of entry remains even if these documents have expired. Using the same documents, they can leave Russia.

If a Ukrainian does not have these documents, then he can leave Russia on the basis of a copy of the conclusion of the Ministry of Internal Affairs on establishing the identity of a foreigner, if neighboring countries accept him.

In 2022, against the backdrop of Ukraine introducing a visa regime with Russia, Moscow discussed the introduction of visas for Ukrainians. Deputy Foreign Minister Andrei Rudenko noted that the abolition of the visa-free regime with Ukraine will complicate the entry of refugees. Later in October, Deputy Foreign Minister of the Russian Federation Yevgeny Ivanov said that Moscow does not intend to introduce visas.
