According to the abstract to an article entitled “Non-payments in the Russian economy of the 1990s: an unforeseen institution”, the material “reflects the scale, depth and duration” of non-payments during the 1990s. “For many years, the government, the presidential administration and business have sought to minimize their negative impact (the author of this article had to actively participate in this),” the text specifies.

Chubais was the president’s special envoy for sustainable development.
