Children’s Ombudsman: about 288 thousand orphans in Russia are waiting for housing

Maria Lvova-Belova, Commissioner for Children’s Rights under the President of the Russian Federation, said that today there are about 288,000 orphans and children left without parental care in the queue for apartments in Russia. According to her, in 2022, her office received 14% fewer applications for housing rights than in 2021.

“But on the other hand, the number of applications related to the property rights of orphans increased from 9% to 14%. Here we are talking about the priority, here we are talking about the poor quality of housing that was issued, about the territorial inaccessibility for this person, that is, he lives in another city, and he was given in the village where he used to study and was born, ”said Ms. Lvova – Belova following the ceremony of signing a cooperation agreement with the General Director of DOM.RF Vitaly Mutko (quote from Interfax).

According to data of the Unified State Social Security Information System, in January 2022, the list for housing included 298 thousand orphans. On February 18, 2022, Deputy Chairman of the State Duma Anna Kuznetsova reported that 213 thousand of them had already reached the age of majority. In 2021, there were 288 thousand people in the queue, in 2020 – 283 thousand people.

Orphans and children left without parental care have the right to receive housing when they reach the age of majority. In December 2022 the government developed a project to provide payments for the purchase of housing for those orphans who did not receive it before the age of 23. The bill explained that in most regions orphans cannot be provided with an apartment on time, and therefore they buy housing on their own.
