More than half of government information systems (GIS) today are subject to critical risks of denial of service for IT infrastructure. This follows from the presentation for the speech of Deputy Prime Minister Dmitry Chernyshenko at a briefing on the results of the implementation of the national program “Digital Economy” in 2022. The materials for Chernyshenko’s speech also indicate that now there are about 4,000 GIS in Russia that use foreign software or hardware components . Of these, 747 are federal, and 3816 are of regional importance.
“There are a huge number of GIS in the country, their book value is more than 250 billion rubles,” Chernyshenko said. “Serious funds are spent on supporting these systems, but at the same time, almost all of them, with rare exceptions, are non-import-substituted and, of course, do not meet the current requirements of digital technological sovereignty.” In particular, 66% of GIS use virtualization tools of foreign origin, follows from the presentation.
