The White House detailed the terms of assistance to participants in industrial clusters, adapting their state support measures to import substitution plans. According to the new rules, the government will compensate such enterprises for up to half of the cost of purchasing start-up batches of products produced by other companies in the cluster. It is assumed that this will stimulate production and cover the increased demand for scarce goods, raw materials and components, recreating the entire production cycle of final products in the regions.
The government approved by Decree No. 2407 of December 23, 2022 new rules for supporting enterprises participating in industrial clusters. According to the document, from the beginning of 2023, companies will be able to reimburse up to 50% of the cost of purchasing start-up batches of components produced by other cluster members. It is expected that as a result, in three years, enterprises that buy intermediate goods will be able to increase the volume of production of their own products. The government expects that the mechanism will ensure the restoration of broken cooperation ties in industry and stimulate the transition of enterprises to the domestic component base.
After the imposition of sanctions, we recall that large business faced a shortage of raw materials, components and equipment: Russian small companies (mainly in trade and services) were unable to cover the increased demand for products. As a result, the government launched an import substitution support program aimed at implementing priority investment projects worth 5.2 trillion rubles. (see Kommersant of October 18 and December 16). To do this, a cluster investment platform will be created, which includes, among other things, the reboot of industrial clusters. We are talking about reducing the number of inspections for them and tax benefits when implementing projects under SPIC 1.0. In addition, the government launched an industrial mortgage for the purchase and modernization of sites for the accelerated deployment of production.
According to the resolution, one cluster company will be able to reimburse up to 50% of the cost (but not more than 150 million rubles) of the starting batch of products – it must be produced by a cluster member (with the exception of the final one) and be included in the product nomenclature as part of industry import substitution plans or a list of components (list formed by a specialized interdepartmental commission). The document also sets requirements for the novelty and uniqueness of developments: for example, the starting batch must be manufactured in accordance with the supplier’s working documentation no older than two years. Another option is that industrial products are created on the basis of the result of intellectual activity in the form of an invention, an industrial design (exclusive rights or legal protection were also obtained within the last two years before filing an application for a competition).
Andrey Shpilenko, Director of the Association of Clusters, Technoparks and SEZs of Russia, notes that earlier there was only one tool to support industrial clusters – compensation for the costs of implementing projects at all stages of the life cycle (up to 30% of costs, but not more than 300 million rubles), but now within the framework of restarting the very mechanism of industrial clusters, this tool is being revised: subsidies will be provided to buyers of starting batches, which should stimulate the purchase of import-substituting products. From this point of view, he believes, compensation of up to 150 million rubles. enough. “Of course, business would certainly like more, but one must understand that this is just one measure from a set of new tools to support clusters: the requirements for the clusters themselves have already been simplified, and we are also waiting for the launch of concessional lending to cluster residents,” he states.
