Adjustment of benefits and personal income tax for relocators: what tax changes to expect in 2023

In 2022, a lot of tax innovations were adopted, which were aimed at solving two problems: to support businesses in the face of sanctions pressure and replenish the budget by increasing the tax burden on certain extractive industries. Experts interviewed by Vedomosti believe that next year tax changes will be largely determined by the situation in the economy and geopolitical factors, but in general, the trend of recent years towards a targeted reduction in the tax burden and the search for sources for budget revenues will continue.
Tax policy in 2022 was mostly adaptive, said Deputy Finance Minister Alexei Sazanov, summing up the year at the conference of the Association of European Businesses. “We were focused on taking rapid response measures in response to changing economic conditions, rather than implementing long-term strategic initiatives,” he said in a press release. Operational tax policy measures were aimed at identifying new revenue sources to finance budget expenditures, the deputy minister pointed out. Due to the use of the tax potential of resource industries, it was possible to leave basic taxes unchanged – personal income tax, VAT, income tax, he emphasized.
