The first meeting of the spring session of the State Duma began on Tuesday with a discussion, the reason for which was the bill introduced in the morning by the New People (NL) on granting a deferment from the mobilization of certain categories of entrepreneurs. State Duma Speaker Vyacheslav Volodin commented on this idea with a rhetorical question: “Who will defend the country?” Representatives of other factions interviewed by Kommersant also reacted negatively to the IP project: in their opinion, it is necessary to first provide deferrals for socially vulnerable categories of citizens, and then think about protecting business.
On the amendments to Art. 18 of the law “On mobilization preparation and mobilization” the leader of the IP Alexei Nechaev spoke at the beginning of the meeting during the speech of the representatives of the factions.
The deputies proposed to add to the list of persons entitled to a deferment from military service for mobilization, individual entrepreneurs and the only participants in an LLC that employs five or more employees, as well as heads of farms.
“Let’s remember that entrepreneurs defend our country not only on the economic front, but also on the real front,” Mr. Nechaev said. “According to the Minister of Defense, 27,000 entrepreneurs have been mobilized. You know that we have less than 6 million entrepreneurs. These are 2.3 million legal entities and 3.7 million individual entrepreneurs. What is 27 thousand people from this number? It’s about half a percent.” Moreover, out of about 2.5 million officials at all levels, according to the deputy, only 1,700 people were mobilized – 0.07%.
The IP leader also raised the topic of a special military operation (SVO) as a social lift, noting that many parties want to bring SVO participants into politics, “but there won’t be enough deputy mandates for everyone.” “They need to return to their jobs, and they are being created by entrepreneurs… The country needs specialists in different industries to be at their jobs. Entrepreneurs need to be returned from the front, IT people from abroad. Specialists in the field of radio electronics, engineers and technologists of all industries need a reservation,” Alexey Nechaev summed up.
Vyacheslav Volodin saw a healthy grain in the speech of the leader of the IP, but only in discussions about bureaucracy: “To hold a position in the public service, participate in the elections of deputies of the State Duma, hold a position in the judiciary, in the prosecutor’s office, it is mandatory to have a military registration specialty and service in the armed forces. But with regard to armor for businessmen, the speaker expressed doubts:
“You are now saying: it is extremely important that businessmen have a reservation. Recently there was an initiative of our colleagues from the committee on higher education to have a reservation for candidates and doctors of sciences. And who will defend the country? Worker, peasant? No, it’s everyone’s duty!”
Representatives of other factions, whom Kommersant asked to comment on the IP initiative, showed rare unanimity. Thus, the deputy head of the United Russia faction, Yevgeny Revenko, noted that Mr. Volodin rightly asked the question “Who will defend the homeland?”: Now the priority is to support the members of the NWO. Dmitry Kuznetsov, a member of the Duma Committee on Defense, from Just Russia – For Truth, said that he had a negative attitude towards the idea of the NL: “We could learn the phrase “They create jobs” in the 90s. This phrase was usually used to explain to losers why some yachts, while others only have a mortgage. Jobs are good. It is bad that our dear bourgeoisie again has a higher status than the workers and peasants. The entire bourgeoisie will remain at home, and the workers and peasants will go to the front? “I did not quite understand the intention of my colleagues from the IP faction, and I understand the reaction of Vyacheslav Volodin, who said that we cannot have a worker-peasant army,” Stanislav Naumov (LDPR) said. “The main criterion for mobilization was formulated by the president is the presence combat experience. In addition, in my opinion, here the economy is secondary, and social mobilization is primary. For example, I believe that fathers with disabled children should be immediately demobilized.” Nina Ostanina (KPRF) agrees with this approach: “First, you need to protect children, family, and then business.”
Recall that at the end of last year, representatives of the Communist Party of the Russian Federation and the Liberal Democratic Party were indignant at the fact that 14 opposition initiatives on new deferrals from mobilization lie without movement. But now, Ms. Ostanina noted with optimism that most of these bills are included in the plan of the spring session: these are, in particular, amendments on deferrals for fathers of children with disabilities and childhood disabilities, the only sons of single parents, as well as a bill that increases the age of children whose parents are not subject to mobilization, from 16 to 18 years. Not included in the plan is only the proposal to consider a large family with three, and not four or more children. Mr. Naumov, in turn, said that, according to his feelings, Andrey Kartapolov, chairman of the United Russia Duma Defense Committee, “understands the need to consider all our amendments and find a solution agreed between all factions on the most socially sensitive groups.”
