Buryatia will be the first in Russia to consider a ban on local deputies traveling abroad

On February 29, at the next session of the People’s Khural (Parliament) of Buryatia, deputies will consider a resolution introducing for them restrictions on leaving the Russian Federation. As specified in explanatory note to the draft resolution, the restriction of the right to travel will affect deputies who possess information of special importance or top secret information.
“The resolution is being introduced in connection with the adoption in August 2023 of a new version of the federal law “On the procedure for leaving the Russian Federation and entering the Russian Federation” (FZ-114). The new version stipulates that the decision to restrict the right of deputies of legislative bodies of constituent entities of the Russian Federation to leave Russia is made by the chairman of the legislative body,” the document notes.
It also follows from the text of the resolution that the decision to restrict travel is made “within seven working days after the deputy familiarizes himself with information of particular importance,” and the maximum period of restrictions cannot exceed five years. During this period, the deputy’s international passport is transferred for storage to the Khural apparatus.
