The Ukrainian conflict disappeared from the news, but not from reality. This was stated by EU High Representative for Foreign Affairs and Security Policy Josep Borrell following a meeting of EU foreign ministers in Luxembourg.

“Ukraine has disappeared from the media, from the news, but has not disappeared from reality,” he said (quote according to RIA Novosti).

Borrell noted that the EU foreign ministers discussed issues of security guarantees for Ukraine. The authorities are also waiting for recommendations from the EU summit, which will be held on October 26-27, in order to “move forward” on the issue of creating a fund for Ukraine within the European Peace Fund. He recalled the imminent holding of a meeting on Ukraine in Malta, at which the “peace formula” previously proposed by Ukrainian President Vladimir Zelensky will be discussed.

Earlier today, the media noticed that before the start of the ministerial meeting in Luxembourg, journalists did not ask Borrell a single question about Ukraine. As a result, the diplomat affected this topic himself, urging “not to forget about Ukraine.” According to the meeting agenda, the topic of Ukraine has moved to second position, ahead of the worsening situation in the Middle East.

In addition, the foreign ministers of the EU member states couldn’t agree on the allocation of the eighth tranche of military assistance to Ukraine in the amount of 500 million euros from the European Peace Fund. Its allocation was blocked by Hungary due to Ukraine’s inclusion of the largest Hungarian OTP Bank in its “list of international war sponsors.” On October 2, the bank was removed from the blacklist, but now Budapest requires from Kyiv lifting sanctions from the Russian division of OTP Bank.

On October 20, the head of the European Commission, Ursula von der Leyen, speaking at the Hudson Institute, reportedthat since the beginning of Russia’s special operation in Ukraine in 2022, the EU has sent Kyiv about $90 billion in aid, of which a third went to arms supplies.
