Bills on volunteer formations in the Russian Guard were adopted in the first reading

State Duma deputies at a plenary meeting on October 17 adopted in the first reading three of the five bills relating to the activities of the Russian Guard, reported on website lower house of parliament. The documents were submitted for consideration on September 22, 2023.
The first three bills will allow the department to form volunteer detachments by analogy with the Ministry of Defense, provide benefits to these volunteers and exempt them from paying personal income tax and state duties for issuing a passport or driver’s license.
The remaining two bills introduce criminal and administrative liability for the dissemination of false information about the activities of volunteer detachments of the Russian Guard. These will be discussed later.
One of the authors of the initiatives, deputy Alexander Khinshtein wrote on Telegram after the adoption of the first three bills: “I would like to emphasize again that our initiative is not related to rumors about the inclusion of former units of the Wagner PMC into the Russian Guard.”
