Chairman of the Investigative Committee of Russia Alexander Bastrykin, speaking at the St. Petersburg International Legal Forum, announced an increase in the number of murders committed by migrants by 18% per year. In this regard, he recounted the idea that he had read about on the social networks of the ICR: to send migrants to the special operation zone, and in case of their refusal, to send them back to their homeland.
“This is the idea expressed by people: while the Russians are at the front, migrants attack our rear. People offer, if they are citizens of Russia, have received citizenship, please go to the front line. You didn’t go to the front line, you are not fulfilling your civic duty, please go to your homeland, ”said Mr. Bastrykin (quote from“Moskovsky Komsomolets“).
According to the statistics cited by Alexander Bastrykin, there were 14.5 million migrants in Russia in 2021, and 12 million in 2022. At the same time, according to him, in 2022 the number of grave and especially grave crimes committed by migrants will increased from 11 thousand to 15 thousand, among them murders increased by 18%. “That is, the number of migrants is increasing and the number of serious crimes committed by migrants is sharply increasing,” said the chairman of the TFR.
Alexander Bastrykin did not specify who exactly proposed such a measure. However, the day before, on May 10, State Duma deputy from the Communist Party Mikhail Matveev informed on the development of a bill that will allow sending migrants with Russian citizenship to the zone of a special military operation in Ukraine. According to the current legislation, those who have dual citizenship are not subject to conscription, but can only join the Russian armed forces as volunteers by signing a contract.
On April 10, Alexander Bastrykin announced that in 2022 the ICR opened 4,231 criminal cases based on reports of crimes committed by foreign citizens. 893 of them – on the facts of murder and intentional infliction of grievous bodily harm. The largest number of crimes was committed in the Moscow region, 2nd place was occupied by Moscow, 3rd by St. Petersburg, the head of the TFR noted.
