Barrack life: doctors and teachers who agreed to work in the regions are settled in “slums”

Health workers and teachers who are invited to work in the regions told about the conditions in which they have to live.

Olesya Leader, Head of the Human Resources Department of FGBUZ TsMSCh No. 120, told the Governor of the Murmansk Region about the problems with housing for visiting medical workers. According to the woman, the administration of ZATO Aleksandrovsk allocates service apartments in accordance with the agreement concluded with the medical unit.

– We do not have enough doctors, we post vacancies on different sites, – says Olesya. Not everyone is ready to go here. Firstly, a region with difficult climatic conditions – a long winter, strong winds, a polar night of 44 days. Secondly, our medical unit is located in a closed city, there is a permit system. Only relatives will be able to visit the health worker. Plus, the infrastructure of the city is underdeveloped.

Upon employment, we inform the future employee about the possibility of obtaining a service apartment. But housing is given to visitors without repair. As a rule, earlier in such apartments someone lived for a very long time and did not bother with repairs. Wallpaper stained and torn off in places. There are breakdowns of switches, water flows from where it should not flow. Some apartments are blown by the winds.

The rooms are mostly unfurnished. Sometimes there is old furniture, the stoves in the kitchen are rusty. A person does not have the opportunity to immediately call in and live comfortably. A specialist, in order to live normally, needs to spend money on repairs, buy furniture, a refrigerator, a washing machine, and so on.

Sometimes doctors see such an apartment, turn around and leave. But many are forced to stay. After all, they quit their last job, and the whole family came here. Now we have an anesthesiologist-resuscitator who received a service apartment, but could not live there. As a result, I had to rent a house for my own money.

Olesya sent me pictures of one of these apartments, which was assigned to a pediatrician. The photographs show a rusty bathroom, cracked ceilings, torn wallpaper, no doorframes.

The pediatrician told how she ennobled the apartment: “They changed the wallpaper. The floors are wooden, I covered them with linoleum. The old furniture was thrown away, it is unsuitable for life. The pipes were leaking, I replaced the faucets.”

School teachers who come to the regions under the Zemsky Teacher program find themselves in the same situation. Here are some feedback from the teachers’ chat.

“I was given a room in a hostel without a floor, with a huge hole. First floor. Fleas and various insects climbed out of the basement. At her own expense, she made repairs, brought housing to mind. ”

“They rented a house. They did the repair themselves, put the sewerage. Now the pump is dead, there is no water, I carry buckets. I wonder how to wash? With two boys, washing is a lot. You can’t get to the well until spring, there is a snowdrift higher than my height.

“They presented housing and a car in which it was impossible to get to the house. Bought three KAMAZ rubble. The whole street is satisfied. Nobody worked out, they said, “well done.”

“We were promised a house. Arrived, but not at home. They offered us a place where everything was in a state of disrepair. Garbage bags and old iron were scattered inside. There is no furniture. They also cheated on salary. She left.”

We contacted the teacher, who told her story: “We didn’t discuss housing conditions in advance, they said we’ll decide on the spot. As a result, nothing was given. They offered to rent the dead barracks – abandoned wooden houses that had been empty for several years. The smell in them was specific. One house built in 1890 turned out to be more or less. But the owner refused to hand it over, he said: buy it. To live somewhere I had to buy. Lasted a year. We have now decided to terminate the contract ahead of schedule.

Another interlocutor came to teach mathematics in a Bashkir village: “After I won the Zemsky teacher competition, a woman called me, introduced herself as the deputy head of the RONO. She said that they were interested in me, they would solve the problem with housing. I left my personal number, said to call for any question.

In the summer I signed a contract, dialed her. She said that they would provide me with a room in the feldsher obstetric station. I was surprised: how can I live there, I have a husband, three children, and there is no bathroom in the room. Rather, there is a common room on the floor where patients and doctors go. There are no other amenities. After that, the woman stopped answering my calls and messages.

Thanks to the head of the rural settlement, with his help we found a house for rent. True, I had to make repairs at my own expense, carry out sewerage and water to the house.

The teacher, who was given a room at the school in the village, summed up: “After such employment, I realized that free cheese is only in a mousetrap. And our people are patient, they always say: “Even though they gave it, and thanks for that.”
