Azerbaijan revealed details of the plan for the reintegration of the Armenian population of Karabakh

The plan for the reintegration of the Armenian population of Nagorno-Karabakh includes actions in five areas, including in the field of security, culture and religion, writes Interfax with reference to a statement by the Azerbaijani Presidential Administration.

The plan assumes that special presidential representative offices will be created in the areas where Armenians live, for which local residents may be involved. Municipalities will be organized in the region, and citizenship issues will be resolved in accordance with the legislation and Constitution of Azerbaijan.

As for security, the internal affairs bodies of Azerbaijan will ensure the protection of order after the disarmament of the population and demobilization takes place. It is clarified that residents of the region will be involved in work in the authorities. In the economic sphere, Baku plans to bring the region to the level of the national average within a “certain time” and provide it with social infrastructure. The plan also includes incentives and support for entrepreneurs, including tax breaks, interest subsidies, etc.

At the same time, the residents of Karabakh will be covered by the system of wages and social benefits of Azerbaijan and other benefits and services in this area. From the statement of the presidential administration it follows that in the field of culture, education and religion, the reintegration plan guarantees the residents of Karabakh the right to develop their culture and ensures freedom of religion and the possibility of using the Armenian language.

On September 19, Azerbaijan announced the start of “anti-terrorist measures” necessary for the “restoration of the constitutional order” in Nagorno-Karabakh. The next day, Karabakh authorities announced the conclusion of agreements on a complete ceasefire.

September 28, President of the unrecognized republic Samvel Shahramanyan signed decree on the termination of its existence from January 1, 2024 and the dissolution of all government institutions and organizations. Armenians began to leave the territory of Nagorno-Karabakh.
