The Ministry of Education of the Russian Federation presented a draft of new exemplary training programs in driving schools. This includes, in particular, such innovations as partially self-training of drivers, reduction of standard driving hours, as well as training in driving a motorcycle with a passenger. Representatives of the educational industry criticized the project: innovations can lead to an increase in accidents, as well as additional costs that will fall on the shoulders of organizations and citizens. The traffic police also asked the document to be finalized. The Ministry of Education promised to take into account all comments.
The Ministry of Education establishes exemplary driver training programs for educational organizations – based on them, driving schools create their own. The agency’s order establishing the new programs was discussed on Friday at a meeting of the working group “Road Safety” as part of the “regulatory guillotine”. The development of the document has been underway since 2021, the Ministry of Education has already spent 20 million rubles. for project preparationKommersant talked about it).
The purpose of the changes is to improve the “forms and methods of the educational process,” explained Tatevik Karabekyan, deputy director of the department of state policy in the field of secondary vocational education and vocational training of the Ministry of Education. The department, according to her, receives a lot of requests from public organizations about this. The Ministry of Internal Affairs, it followed from her words, is also interested in adjusting programs because of the small proportion of people who pass exams for rights the first time. According to the traffic police, in 2022 there were only 18% of all applicants for driving licenses. The current profile order of the Ministry of Education No. 808 expires in 2025, the department decided to prepare for the adoption of a new one.
The text of the order (“Kommersant” got acquainted with it) refers to the reduction in the number of mandatory hours for driving lessons within category B from 56/54 to 46/44 hours (depending on the type of transmission – “mechanics” / automatic transmission).
Why such a decision was made, Mrs. Karabekyan did not explain. Mandatory hours of “independent work” are mentioned for the first time. Future drivers, explained Tatevik Karabekyan, should work on the topics previously mastered in the classroom. Another innovation is the “variable part of the training cycles” (it can be up to 40 hours). There are different training conditions in the regions, Ms. Karabekyan explained: driving schools may need to train drivers in local specifics, such as driving in mountainous areas, and additional time should be provided for this.
The experts of the working group criticized the project. President of the Interregional Association of Driving Schools Tatyana Shutyleva drew attention to the fact that, judging by the text, the project allocates up to 30% of the study time to “extracurricular” work. And for independent study, she emphasizes, the most important topics are given – for example, the influence of speed, alcohol and medicines on the ability to drive a car. This is actually about the return of self-training, canceled in 2013 against the backdrop of an increase in accidents, said Vyacheslav Maksimychev, vice president of the Transport Education Association. The National Union of Associations of Driving Schools draws attention to the fact that when preparing for the category A driving license exam, the Ministry of Education wants to add driving with a passenger – this is contrary to traffic rules, which directly prohibit driving a motorcycle with a passenger with a driving experience of less than two years.
Tatyana Shutyleva also drew attention to the fact that the total number of hours of training in category B is increasing from 190 to 244 hours (against the background of a decrease in driving hours).
This will lead to “unreasonable” costs for driving schools and an increase in the time and cost of training driving courses.
The Russian First Aid Society (the organization also presented its opinion) drew attention to topics that can only be studied with teachers and on simulators, and they are included in the self-study block: for example, studying the method of freeing the airways of the injured in an accident, the rules for helping a child or a pregnant woman whose body has a foreign body as a result of an accident, etc.
Nikolai Gilyakov, head of the department for organizing examination activities and providing public services of the traffic police, said that the remarks of the department (already sent to the Ministry of Education) partly coincide with the position of driving schools. “It is not clear why they reduced the amount of practice in traffic conditions,” he said. “It is not supported.” Mr. Gilyakov cited data according to which, in the six months of 2023, compared to the same period last year, the number of issued driver’s licenses decreased by 6% (583 thousand pieces), and the number of exams conducted increased by 2%. “This speaks volumes about the quality of driver training,” he concluded. The traffic police also believe that it is better to prepare a new order closer to 2025, since the legislation related to driver training may still change.
Due to numerous comments, the draft new programs will most likely be sent for revision, Yevgeny Litvin, co-chairman of the working group, explained to Kommersant, but the final decision on this matter will be made after the vote of experts. Tatevik Karabekyan promised to take into account all the comments and hold another discussion of the document with the “expert community”.
