The All-Russian Organization of Parents of Disabled Children (VORDI) and the Moscow City Association of Parents of Disabled Children (MGARDI) announced a reduction in compensation payments for a number of rehabilitation means after changing the procedure for their calculation. The order of the Ministry of Labor, which changed the procedure for determining compensation for self-purchased technical means of rehabilitation, came into force on October 27.
In a letter addressed to Russian President Vladimir Putin, representatives of MGARDI indicated that the amounts of compensation calculated using the new methodology had decreased to “catastrophic proportions.” “The adoption of weighted average prices across federal districts to compensate people has certainly frightened and confused parents of disabled children in all regions; they write from everywhere, asking what to do about it,” she said RBC Chairman of WORDI Elena Klochko.
According to Art. 11.1 of the Federal Law “On Social Protection of Disabled Persons in the Russian Federation”, technical means of rehabilitation include both complex special structures (wheelchairs, verticalizers, walkers, prostheses, hearing aids, literature for the blind, special orthopedic shoes) and consumables (catheters, diapers absorbing sheets).
“The main goal of the changes is to provide a clear and transparent mechanism for reimbursement of funds for citizens purchasing TSR at their own expense, and to protect citizens from the consequences of dumping on certain government purchases,” the Ministry of Labor explained to RBC.
Until October 27, the amount of compensation payments corresponded to the price of the last contract for the purchase of a homogeneous technical means of rehabilitation in the region. If there have been no such purchases in the region for the last three years, then the cost of the last item purchased in another region of the same federal district was taken into account.
Now the amount of compensation depends on the weighted average price of a homogeneous technical means of rehabilitation. It is calculated as the sum of all government contracts of authorized bodies executed in the previous year in the federal district, divided by the number of purchased rehabilitation equipment. The amount of compensation is valid until March 1 of the following year.
