FSS response: If you use a smartphone with the Internet, then the easiest way to get information about all payments and services due to you is through the mobile application of the Social Insurance Fund “Social Navigator”. It can be downloaded for free from the Google Play, App Store, and App Gallery mobile app stores on Android, IOS, and Huawei platforms.

General help information can be obtained without authorization. If you want to see personalized information about all interactions with the Social Insurance Fund, all your benefits, requests and appeals to the Fund, then you must log in to your Social Navigator account using the same login and password as for the public services portal. The FSS is constantly working on the development and content of the Social Navigator mobile application, so you will always be up to date with the latest news on your payments or other benefits. The application also has a section “TCP Electronic Certificate”. It also allows you to apply for an e-certificate.

An updated version of the application 3.0 is now available. Its advantages:

– updated view of the main page;

– ordering certificates of paid benefits is available online;

– notifications are displayed on the main screen;

– services are available through the “Life Situations” block;

– the form for making an appointment with the regional offices of the FSS has been modernized.

There is another way to receive information – free information about the provision of rehabilitation facilities and other services of the Social Insurance Fund by phone or by mail.

“Today, more and more often I hear how personal data is stolen from different companies. And I have sick leaves, and all information about health in electronic form. How does the FSS protect user data?

FSS response: The information system of the Social Insurance Fund of the Russian Federation provides all the necessary conditions for protecting information and maintaining its confidentiality in accordance with the requirements of legislation in the field of information technology.

At the same time, information about the patient’s diagnosis of the medical organization that issued him a certificate of incapacity for work is not provided to the employer.

Third parties do not have access to the electronic certificate of incapacity for work.

“Do orthopedic shoes have a warranty period? Are they somehow different from the timing of everyday shoes? How soon can I buy a new pair with a certificate if the previous one is worn out?

FSS response: Depending on the type of orthopedic shoes, its terms of use vary. So, for adults with disabilities, complex shoes have a period of use of at least six months, uncomplicated – at least a year. If we talk about orthopedic shoes for disabled children, then the terms of use will be as follows: complex shoes – at least 3 months, uncomplicated shoes – at least 6 months.

“I applied for a ticket to a sanatorium. When will the trip be? How do you know when it’s time to pack your bags?

FSS response: Vouchers are purchased within the budget funds approved by the Social Insurance Fund for the current financial year, and are provided to persons entitled to receive state social assistance, in order of priority, which, in order to ensure equal provision of these persons with vouchers, is formed depending on the date of application.

According to part 2 of Art. 6.3 of the Federal Law of July 17, 1999 No. 178-FZ, the period for the provision of social services to citizens is a calendar year. However, this norm does not establish the obligation to provide annual sanatorium treatment. That is, they are obliged to provide you with a ticket to the sanatorium no more than once a year. For example, if 50 vouchers are allocated, and there are fewer applications, then all beneficiaries will receive vouchers. If there are more applications, then the vouchers will be distributed to the first 50 beneficiaries in the queue.

Moreover, if a citizen during the calendar year was not provided with a voucher for sanatorium treatment, then this service is not considered provided, and he retains the right to provide it.

You can find out your queue number in real time at any convenient time on the website of the regional branch of the Social Insurance Fund. To do this, you only need to enter the SNILS number in the proposed field.

“My husband is visually impaired, so he needs a cane to get around. We received an electronic certificate to receive it, but we do not know where to apply it. Our town is small, do we really have to go to the district center?

FSS response: Previously, people with disabilities had to apply to the Fund in order to receive rehabilitation means after all the procurement procedures, or to purchase them with their own money, and then apply for compensation. Since 2021, this has been supplemented by the opportunity to purchase rehabilitation products through an electronic certificate. This, in fact, is the information that is contained on the MIR card about the technical means of rehabilitation that you are entitled to (that is, registered in the IPRA), in their maximum cost. All points of sale can be found on the website of the electronic certificate, in the catalog of technical means of rehabilitation (links to them are on the website of the Social Insurance Fund and in the mobile application “Social Navigator”).

There are older patients who choose traditional methods of treatment. In each subject of the Russian Federation there are branches and regional offices of the Social Insurance Fund, where you can call and they will tell you where certificates are accepted and where you can purchase technical rehabilitation equipment with their help.
