Users will be able to install third-party application stores from the Internet, and from there download programs that are not in Apple’s own marketplace. In this case, only verified sites can be installed. The company also promises to monitor the quality of the applications themselves.
What will this change in practice? I would not hope that these alternative stores will immediately appear those applications that the Russian user so needs, namely, applications of Russian banks and others that have been removed from the App Store.

As required by European law, Apple is also changing its fee structure. Payments through apps from the App Store will cost 17% instead of 30%. And transactions through other programs will be subject to a 3% fee.
