Only 18% of the participants in the primaries of United Russia (in 2023, registration for them will end on April 27) are current deputies of various levels. Sergei Perminov, Deputy Secretary of the United Russia General Council, told Vedomosti about this.
These statistics testify to the “personnel reset of the party”, which may affect regional politics until the 2030s. Such a conclusion is contained in the report “United Russia”: preliminary voting in the conditions of patriotic consolidation “prepared by the Agency for Political and Economic Communications (APEC), which was reviewed by Vedomosti.
During the primaries, United Russia solves not only tactical tasks, such as “mobilizing a loyal and attracting a hesitant voter on the eve of the start of the campaign, updating the deputies,” but also long-term ones, such as increasing the effectiveness of interaction with local communities, the APEC report says. The report notes, for example, that women candidates (44%) interact more closely with local activists and work with social initiatives.
Among the participants in the primaries, 29% are representatives of small and medium-sized businesses, which makes it possible to work with the “anti-bureaucratic agenda”, but there is also a backbone traditional for the party – for example, 21% of the participants in the primaries are representatives of the education sector.

The party has a high competition for nomination – more than five people per seat, says Perminov: “In Crimea, there are already 18 candidates for the primaries for the by-elections to the State Duma, and 12 people for the post of mayor of Khabarovsk. High competition explains the low share of incumbent deputies [среди номинантов]. Last year it was at the level of 15%, this year it is 18%. In addition, in the primaries before the elections to the state assembly of Bashkiria, seven people compete for a seat, in the elections to the parliaments of Kalmykia and the Ulyanovsk region – six people per seat, the APEC report says.
Increased competition in this year’s primaries may be due to growing interest in regional and municipal issues amid foreign policy fatigue, as well as the approaching presidential election, which motivates politicians to seek to strengthen their status, the report notes. But the course of the primaries is influenced by the same factors as other components of the political life of the country – this is, in particular, public consolidation against the backdrop of a special operation, Konstantin Kostin, head of the Civil Society Development Foundation, believes: “Because of this, as well as the upcoming federal campaign many intra-elite regional conflicts are now on hold.”
The single voting day will take place on September 10, 2023. This will be the last regional elections before the presidential elections in March 2024. Elections of various levels will be held in autumn in 54 regions – a total of 78 campaigns, where more than 34,000 mandates are filled. Including elections will be held in 20 legislative assemblies.
