Amendments were made to the State Duma to hold elections in new regions under martial law

The State Duma has been amended to correct the federal constitutional law on martial law. They are needed in order to ensure the holding of elections in the Donetsk and Lugansk People’s Republics (DPR and LPR), Zaporozhye and Kherson regions, even under martial law, explained one of the authors of the legislative initiative, Chairman of the State Duma Committee on State Construction Pavel Krasheninnikov.
Pavel Krasheninnikov recalled that according to Art. 7 of the law “On martial law”, in the territory where it is introduced, referendums and elections cannot be held. However, the laws on the admission of new regions to Russia indicate that elections should be held there in the fall of 2023, he drew attention. “In order to level this contradiction and give citizens the opportunity to express their political will, such amendments should be adopted,” Mr. Krasheninnikov noted (quote from the website State Duma).
The deputy stressed that the law on martial law and the laws on the admission of new subjects to the Russian Federation are constitutional, that is, equivalent in strength. “However, we believe that it is necessary to maintain complete legal purity in this matter, which can be achieved precisely through the adjustment of a somewhat outdated act,” he explained.
On September 30, 2022, President Vladimir Putin signed an agreement on the accession to Russia of the DPR, LPR, as well as the Zaporozhye and Kherson regions. October 19, by decree of the President of the Russian Federation in them introduced martial law. Elections in the new regions are to be held on the second Sunday of September 2023. On the intention to nominate his candidacy for the election of the head of the DNR already declared his interim Denis Pushilin.
